Tuesday, April 12th, 2005 36 The House met at 1:30 o’clock in the afternoon pursuant to adjournment. By agreement the Honourable the Premier (Mr. Williams) made a Statement to recognize the 25th anniversary of the Marathon of Hope and pay tribute to the late Terry Fox. The Leader of the Opposition (Mr. Grimes) and the Member for Signal Hill -Quidi Vidi (Mr. Harris) also spoke. By leave, the Honourable the Government House Leader (Mr. Ed Byrne) gave notice and moved: (

a) That the following Heads of Expenditure be referred to the Resource Committee: Business Environment and Conservation Fisheries, Aquaculture and Labrador Affairs Innovation, Trade and Rural Development Natural Resources Tourism, Culture and Recreation; (

b) That the following Heads of Expenditure be referred to the Social Services Committee: Education Health and Community Services Justice Municipal and Provincial Affairs Human Resources, Labour and Employment Newfoundland and Labrador Housing Corporation; and (

c) That the following Heads of Expenditure be referred to the Government Services Committee: Finance Government Services Transportation , Works and Aboriginal Affairs Public Service Commission

The Opposition House Leader (Mr. Parsons), in accordance with Standing Order 63(3) gave notice that the motion standing in the name of the Member for Grand Bank (Ms. Foote) would be debated on Private Members’ Day.

Tuesday, April 12th, 2005 38 The Member for Burin- Placentia West (Mr. Jackman) made a Statement to congratulate the organizers of and participants in the Burin Peninsula Reg ional Drama Festival. The Member for Grand Falls -Buchans (Ms. Thistle) made a Statement to congratulate the Kiwanis Club of Grand Falls-Windsor who are celebrating their 40 th year of organizing the Kiwanis Music Festival. The Member also congratulated th e performers and the various award winners. The Member for Lake Melville (Mr.

Hickey) made a Statement to congratulate the Mokami Players of Happy Valley-Goose Bay and the individuals who won seven awards at the Newfoundland and Labrador Provincial Drama Festival. The Member for Grand Bank (Ms. Foote) made a Statement to congratulate Caitlin Coady of Winterland Road who won a gold and silver medal in the 2005 Provincial Airlines Figure Skating Championship. The Member for Port de Grave (Mr. Butler) made a Statement to recognize the residents of Port de Grave and the surrounding area who supported the 2005 Run For the Janeway.

The Honourable the Minister of Human Resources, Labour & Employment (Ms. Burke) made a Statement to inform the House about a project of the Federated Women’s Institutes of Canada entitled “Into the North”. During Oral Questions, the Speaker warned visitors in the Public Galleries not to cause disorder. The Honourable the Minister of Human Resources, Labour and Employment (Ms. Burke) tabled the 2004 Annual Report of the Labrador Relations Board of Newfoundland and Labrador. The Honourable the Minister of Finance and President of Treasury Board (Mr. Sullivan), tabled pursuant to

section 26(4) of the Financial Administration Act, the following pre-commitment for the 2005-06 fiscal year: Order in Council 2005- 097 authorized the Department of Transportation and Works to spend $1,924,763.39 against its 2005- 06, 2006- 07 and 2007- 08 appropriations to facilitate the awarding of various service contracts.

Tuesday, April 12th, 2005 39 The Member for Torngat Mountains ( Mr. Andersen) presented a Petition on behalf of certain residents of Labrador calling upon the House of Assembly to urge the Government of the Province to provide the $2.4 million designated, but now deferred, to begin construction of the auditorium in Happy Valley-Goose Bay. The Member for Port de Grave (Mr. Butler) presented a Petition calling upon the House of Assembly to urge Government to impose production quotas only if it is agreed upon by the FFAW and the processors as recommended in the Dunne Report.

Because of disorder in the Public Galleries the Speaker after two warnings suspended the proceedings at 2:43 o’clock in the afternoon. The House resumed sitting at 3:05 o’clock in the afternoon. The Member for Grand Bank (Ms. Foote) presented a Petition from certain residents of the Province calling upon the House of Assembly to urge the Government to consider stopping raw materials from leaving the Province. The Member for T willingate & Fogo (Mr.

Reid) presented a Petition calling upon the House of Assembly to urge Government to impose production quotas only if it is agreed upon by the FFAW and the processors as recommended in the Dunne Report. Pursuant to order and on motion debate continued on the motion “That This House Approves in General the Budgetary Policy of the Government” (the Budget Speech). There was further disorder in the Public Galleries. The Speaker after issuing two warnings ordered that the Public Galleries be cleared for the remainder of the sitting day and again suspended proceedings at 3:41 o’clock in the afternoon.

The House resumed sitting at 3:54 o’clock in the afternoon. Debate continued on the motion “That this House approves in general the budgetary policy of the Government” (the Budget Speech). During the debate the Honourable the Government House Leader (Mr. Byrne) rose on a point of order to advise the House that the Member for Labrador West (Mr. Collins), not the Member for Cartwright -L’Anse au Clair (Ms. Jones) was a Member of the Social Services Committee. The House accepted the correction.

Tuesday, April 12th, 2005 40 In accordance with Standing Order 9, at 5:30 o’clock in the afternoon the business of the House not having concluded, the Speaker (Mr. Hodder) left the Chair. The House resumed sitting at 7:00 o’clock in the evening. Debate continued on the motion “That this House approves in general the budgetary policy of the Government” (the Budget Speech). The Member for Signal Hill -Quidi Vidi (M r.

Harris) raised a point of privilege concerning the presence of a visitor in the Public Galleries, the Speaker having ruled earlier that the Public Galleries be cleared for the remainder of the sitting day. The Member also questioned the presence of pol ice officers in the precincts of the House. Other Members spoke to the point of privilege. The Speaker ruled that it was as a result of a miscommunication earlier that someone was present in the Public Galleries. The Speaker also advised that the police were in the precincts of the House at his request and that there was therefore no point of privilege.

It was agreed that the time spent on the point of privilege would be added to the speaking time of the Member for Grand Falls-Buchans (Ms. Thistle). After considerable debate, debate on the motion “That this House approves in general the budgetary policy of the Government” (the Budget Speech) was adjourned for further debate on tomorrow. It was moved and seconded that when the House rose, it would adjourn until tomorrow, Wednesday, April 13 th at 2:00 o’clock in the afternoon.
