Reason for Increase: An increase in contract Construction Budget accounting for

inclusion of plaza lighting scope for site coordination and consistency throughout the

plaza. As well, there are increased CM Phase 2 costs due to higher material costs to

meet required delivery times, critical project

schedule requirements resulting in

increased sub-trade costs, unique design, and consistency with Phase 1 (Reflecting

Pool) finishes. This increase also includes an allowance for additional work to

fine_tune systems and features performance.

Contract: Edmonton - Haultain Building - Renovations - Construction Management

Services

Contractor: EllisDon Construction Services Inc.

Reason for Increase: This contract consists of combined Capital Maintenance

Renewal projects and a Tenant Improvement project to bring up to current standards

and building codes. This increase is attributed the additional work required due to site

conditions and significant hazardous building materials abatement. Additionally, the

additional work warrants construction duration extension and costs associated with

the extended

schedule are accounted for within this increase.

Contract: Edmonton Infrastructure (INFRAS) and John G. O'Donoghue (JGO)

Building Exterior Envelope Renewals

Contractor: Clark Builders

Reason for Increase: Concealed site conditions, primarily hazardous building

materials (asbestos containing fireproofing spray), require abatement and containment

to continue performing contract scope of work (glazing and cladding replacement) in

the occupied JGO building. Contractor sequencing of activities is significantly

changed due to these conditions, resulting in change to and performance of the

intended scope of work. This work extends contract time and contractor general

requirements.

Amount of Increase: $10,307,600.30

Contract: Edmonton - Infrastructure Main and Second Floor Pac Pole - Infrastructure

Building

Contractor: A & M Abatement Services Ltd.

Reason for Increase: Following contract award, the methods for hazardous materials

abatement were determined to be performed under high-risk procedures to protect the

health and safety of the workers and building occupants. Additionally, the contractor

performed extensive abatement to enable mechanical work to be executed by a

separate contractor. These changes in contract work required additional contractor

resources and time, with a focus on health and safety.

Contract Amount: $8,610.00

% Increase: 1,739%

Amount of Increase: $149,741.04

Contract: Edmonton - Land Titles Building - Replace Main Electrical System

Contractor: Western Pacific Enterprises

Reason for Increase: This increase is required to repair the ceiling above the Main

Distribution Panel (MDP) equipment. Ceiling cracks in the structural slab are present

directly above the new location of the MDP and require to be repaired for safety and

protection of the new MDP.

Contract Amount: $319,743.89

% Increase: 93%

Amount of Increase: $298,185.63

Contract: Edmonton - Rosecrest Home - HVAC Upgrade

Contractor: District Mechanical Inc.

Reason for Increase: Due to the extreme heat experienced during summer 2024, new

supplemental cooling will be installed within the East wing of Rosecrest Home.

Contract Amount: $1,319,588.00

% Increase: 27%

Amount of Increase: $350,000.00

Contract: Fort Saskatchewan - Correctional Centre - Perimeter Intrusion System

Replacement

Contractor: Delco Automation

Reason for Increase: Actual test digs found the soil in the perimeter fence was not

typical clay and dirt. As a result of the unforeseen site conditions, a change in the

installation is required to bury the cables in a protective wrap of sand and textile

fabric to protect the sensor cables from puncture, damage and maintain a high level of

sensitivity.

Contract Amount: $899,197.00

% Increase: 28%

Amount of Increase: $250,000.00

Contract: Hinton - Training Centre Interior Finishes and Exterior Enclosure

Contractor: Clark Builders

Reason for Increase: Unforeseen site conditions throughout the buildings have been

identified that require additional work. Hazardous building materials, beyond what

was previously identified, require abatement in order to proceed with the contract

scope of work. Other unanticipated site conditions related to existing heating,

ventilation, and building controls require additional work from the contractor to meet

current building codes. Construction

schedule is also extended as a result of the site

conditions and fire season.

Contract Amount: $12,138,000.00

% Increase: 41%

Amount of Increase: $4,981,284.14

Contract: Leduc - Leduc Processing Centre - Floor Drain Replacement to Meet Code

Contractor: Rencon Industries Inc.

Reason for Increase: Due to unforeseen existing conditions, additional work is

required to meet code and food safety standards and requirements (2% floor slope).

Additional work includes removal and replacement of the slab, and alterations to floor

drainage systems.

Contract Amount: $215,892.91

% Increase: 81%

Amount of Increase: $175,000.00

Contract: Peace River - Correctional Centre - Replace Water Line to Tower

Contractor: Glen Armstrong Construction Ltd

Reason for Increase: In late April 2024, a wildfire near the Peace River Correctional

Centre affected the area of the work in which the contractor was mobilized. As a

result of the fire, materials on site were damaged. Additional materials were required,

and the contractor experienced

schedule delays outside their control. This required

rework and additional time on site.

Contract Amount: $1,151,372.00

% Increase: 90%

Amount of Increase: $1,038,437.00

Contract: Red Deer - Red Deer Justice Centre - Prime Contractor Services

Contractor: Clark Builders

Reason for Increase: Contract increases were reported to Alberta Gazette in 2024/25

Q2 for an increase of $14,072,462.14. The increase is attributed to changes related to

the elevators, life safety, mechanical and electrical systems.

Contract change percentage is cumulative.

Contract Amount: $139,569,293.00

Contract: Red Deer - Red Deer Regional Hospital Redevelopment

Contractor: Shunda Consulting and Construction Management Ltd.

Reason for Increase: Funding has been increased to expand Shunda's scope,

enabling work on the lower-level corridor of the Cancer Center building to improve

patient and staff flow. Additional funds will also support relocating the

Gastrointestinal Clinic from the annex building to the south complex, a necessary step

for decanting and demolishing the annex building.

Contract: Rockyview General Hospital Intensive Care Unit / Coronary Care Unit /

Gastrointestinal Clinic Redevelopment

Contractor: CANA Management Ltd.

Reason for Increase: Contract was previously increased in 2023/2024 Q2 by

$6,130,000.00.

Contract is currently increased by $1,690,000.00 due to:

Client specific requirements and changes in ICU CCU and GI ($1,360,000.00).

Schedule extension due to delays in furniture and equipment delivered by client

($330,000.00).

Contract change is cumulative.

includes all anticipated future change orders to contract completion.

(Early Learning and Child Care Act)

WHEREAS pursuant to the Early Learning and Child Care Act and the Early

Learning and Child Care Regulation, licences are issued to facility-based programs

that offer and provide child care and to family day home agencies that oversee family

day home programs;

WHEREAS facility-based programs, family day home agencies and family day home

programs collect, manage and maintain the personal information of children for the

purpose of operating or overseeing child care programs pursuant to the Early

Learning and Child Care Act and the Early Learning and Child Care Regulation;

WHEREAS enhancing and facilitating compliance reviews of facility-based

programs, family day home agencies and family day home programs create

accountability and transparency in the services provided to families;

WHEREAS any government funding supports provided to facility-based programs,

family day home agencies and family day home programs that are tied to individual

children cared for by child care programs should be administered in a manner that is

both transparent and accountable; and

WHEREAS pursuant to

section 8(1) of the Government Organization Act, the

Minister may establish programs and services to carry out matters under the

Minister's administration;

THEREFORE, I, Matt Jones, Minister of Jobs, Economy and Trade do hereby:

1. establish the Child Care Accountability Program as set out in, and in

accordance with, the attached Appendix 1;

2. authorize the creation of child care participant numbers for children being

cared for in child care programs, as set out in, and in accordance with, the

attached Appendix 2; and

3. establish criteria respecting information handling and security of

individually identifying personal information, as defined in the Freedom of

Information and Protection of Privacy Act, as amended or replaced from

time to time, and the Personal Information Protection Act, as amended or

replaced from time to time, collected by the Child Care Accountability

Program in the attached Appendix 3.

This Ministerial Order may be amended or revoked at any time.

This Ministerial Order is effective on March 3, 2025.

officer or director of a Child Care Program that indicates the organization and its

delegated staff are authorized to manage information and user access within the Child

Care Licensing Portal.

"Claims System" means the online Child Care Claims Program ("C3P") portal, or

subsequent replacement online claims portal.

"Child Care Legislation" means the Early Learning and Child Care Act and the Early

Learning and Child Care Regulation.

"Child Care Licensing Portal" means the online portal available to Child Care

Programs to access the CCPN registration system and other funding and license

related services.

"Child Care Participant Number" or "CCPN" means the number generated for a child

registered by a Child Care Program for the purposes of connecting information

associated with the child's financial benefits, attendance and the parent's child care

account.

"Child Care Program" means a licensed facility-based program or a family day home

program, as those terms are defined in the Early Learning and Child Care Act.

"Licensed Family Day Home Agency" means the holder of a family day home agency

licence, as defined in the Early Learning and Child Care Act.

"Grant Recipient" means a Child Care Program or a Licensed Family Day Home

Agency that has entered into a grant agreement with the Government of Alberta to

receive child care funding.

"Registration" means the completion of registration information for a child in a Child

Care Program.

"Registration System" means the system for completing registration of a child in a

Child Care Program and maintaining program enrolment lists in the Child Care

Licensing Portal.

Purpose

The Child Care Accountability Program ("CCAP") promotes the delivery of a child

care system in a fiscally sustainable manner that meets the fiduciary obligations of the

Ministry.

The CCAP establishes the use of a Child Care Participant Number ("CCPN") to:

 improve accuracy and legitimacy of claims submitted for child care funding;

 improve monitoring of Child Care Programs and Licensed Family Day

Home Agencies and their adherence to legislative requirements;

funding provided to Child Care Programs for their child's attendance;

 enable the Government of Alberta ("GoA") to contact parents and/or

guardians about their Child Care Program on issues related to safety and

wellbeing.

Scope

The CCAP is ancillary and complementary to legislation and other established

programs created by the GoA, including but not limited to the Child Care

Affordability Grant program, Alberta Child Care Grant Funding program, Child Care

Subsidy program, and other programs supporting child care in Alberta.

Child Care Participant Number

Child Care Programs and Licensed Family Day Home Agencies will register children

using the information outlined in Appendix 2 to generate a CCPN for each child

registered in their program. The CCPN will be used in the claims system to confirm

child attendance and submit monthly claims. To receive funding for registered

children, Child Care Programs and Licensed Family Day Home Agencies will provide

monthly attendance information for each child.

Responsibilities of Child Care Programs and Family Day Home Agencies

Child Care Programs and Licensed Family Day Home Agencies are required to:

 acknowledge the terms of the CCAP within the Child Care Licensing Portal;

 declare the information collected and disclosed is in accordance with

applicable legislation;

 maintain current and accurate information in the registration system;

 allow only authorized staff to manage information in the registration system.

Use of CCPN

The GoA will use information provided by Child Care Programs and Licensed Family

Day Home Agencies for the purposes of financial accountability, license requirements

accountability, and communication with parents and/or guardians.

Financial Accountability

The GoA provides funding supports for Child Care Programs and Licensed Family

Day Home Agencies that are tied to individual children being cared for. Funding is

paid to Child Care Programs and Licensed Family Day Home Agencies to reduce

parent fees based on the type of program or agency, the age of the child, and the hours

of attendance.

The CCPN:

 enables the GoA to issue funding based on registered individual children;

 facilitates the validation of claims submitted by the funding recipient by

ensuring the children claimed are verified children registered to attend the

Child Care Program;

 allows parents and/or guardians to see funding attributable to their children.

License Requirements Accountability

Pursuant to the Child Care Legislation, Child Care Programs and Licensed Family

Day Home Agencies must establish program plans and may have conditions included

in their licences that outline the:

 type of care to be provided by the program;

 the age of children to be cared for;

 the prescribed ratios for those types of care and aged children; and

 the maximum number of children that can be cared for under a particular

licence.

The CCPN facilitates compliance reviews of Child Care Programs and Licensed

Family Day Home Agencies and ensures that primary staff member to child ratios are

met for child care facilities and maximum numbers are not exceeded for family day

home programs.

Communication with Families

The GoA provides funding for registered children. Parents and/or guardians are

entitled to be informed about funding claimed by Child Care Programs or Licensed

Family Day Home Agencies on their behalf. The GoA also may require direct contact

with parents and/or guardians to share information related to their Child Care

Program or Licensed Family Day Home Agency.

The CCPN:

 enables parents and/or guardians to view and validate information related to

the Child Care Program or Licensed Family Day Home Agency in which

their child is registered to attend;

 enables access to financial statements that outline funding provided for their

child's registration;

 enables the GoA to contact parents and/or guardians on matters related to

the Child Care Program or Licensed Family Day Home Agency their child

is registered to attend.

Registration Process

The Child Care Program or Licensed Family Day Home Agency must:

1. collect information from the parent and/or guardian in accordance with

privacy legislation to which they are subject;

2. start new registration in the portal;

3. enter the information required in Appendix 2;

4. maintain a current enrolment list.

Appendix 2 - Requisite Information for

the Creation of Child Care Participant Numbers

The following information is required for the purpose of registering a child as a

participant of a Child Care Program or Licensed Family Day Home Agency and for

generating a Child Care Participant Number:

 Child's first and last name;

 Child's date of birth;

 Parent or guardian's first and last name;

 Parent or guardian's phone number and/or email;

 Type of program;

 Enrollment start date; and

 Monthly hours child is registered to attend.

The GoA reserves the right to request information to verify the identity of any child.

Appendix 3 - Criteria for Child Care Programs and

Licensed Family Day Home Agencies Handling Personal Information

Child Care Programs and Licensed Family Day Home Agencies collect, use and

disclose the personal information of children for the purpose of operating or

overseeing child care pursuant to the Child Care Legislation.

This document outlines some criteria for Child Care Programs and Licensed Family

Day Home Agencies when collecting, using and disclosing information to the GoA.

Background

The collection, use and disclosure of personal information is governed by two

primary statutes in Alberta:

 The Personal Information Protection Act (PIPA) provides the authority for

private bodies (e.g. not-for-profit, for-profit), as amended or replaced from

time to time; and

 The Freedom of Information and Protection of Privacy Act (FOIP) provides

the authority for public bodies (e.g. different orders of government, post-

secondary institutions), as amended or replaced from time to time.

The majority of Child Care Programs and Licensed Family Day Home Agencies are

subject to PIPA. PIPA applies to provincially regulated private sector organizations,

businesses and, in some instances, to non-profit organizations for the protection of

personal information. PIPA provides certain rights of access to an individual's

personal information. Organizations that are subject to PIPA or FOIP must develop

and follow policies that are reasonable to meet its obligations under the acts.

Child Care Programs and Licensed Family Day Home Agencies are encouraged to

seek independent legal advice to confirm their practices to collect, use and disclose

personal information aligns with requirements of the relevant privacy legislation.

Obtaining Parental/Guardian Consent for Collection, Use and Disclosure of Personal

Information:

Child Care Programs and Licensed Family Day Home Agencies must:

 receive, in physical signed ink, a notarized consent letter from the parent

and/or guardian authorizing a grandparent or extended family member to

provide consent on behalf of a child;

 confirm that all individuals presenting themselves as an authority to give

consent are 18 years of age and older, by physically and visually reviewing

their government identification;

 provide such written and verbal reports as may be reasonably required to the

GoA to evidence that the review of the above documentation has been

completed with diligence and due care; and

 maintain, at its principal place of business, copies of all documentation

evidencing the authority to give consent for each child.

Verifying Identity and Relationship

Child Care Programs and Licensed Family Day Home Agencies must:

 physically and visually inspect the birth certificate of the child to establish

parenthood; and

 physically and visually inspect any court order or other documentation in

tandem to the birth certificate of a child to establish parenthood or

guardianship.
