WHEREAS

it appears that the sums mentioned are required to defray certain expenses of

the Public Service of Newfoundland and Labrador

for the financial year ending March 31, 2014 and for other purposes relating to

the public service:

MAY IT THEREFORE PLEASE YOUR MAJESTY THAT-

Be it enacted by the Lieutenant-Governor and

House of Assembly in Legislative Session convened, as follows:

Short title

1. This

Act may be cited as the Supply Act, 2013.

Further supply 2013-2014

2. From

and out of the Consolidated Revenue Fund there may be issued by the Minister of Finance and President of Treasury

Board sums not exceeding $4,467,528,900 in addition to

the sum of $2,892,602,800

authorized by the Interim

Supply Act, 2013 the aggregate of the sums authorized to be issued under

this Act and the Interim Supply Act, 2013

being

$7,360,131,700.

Effect of

authorization

3. The

sums authorized to be issued by this Act as set out in the

Schedule shall be

paid and applied by the several heads of expenditure in respect of the

financial year extending from April 1, 2013 to March 31, 2014 towards defraying

the charges and expenses of the Public Service of Newfoundland and Labrador as

set out in the Schedule.

Transfer of Funds

(1) Notwithstanding the Financial Administration Act , the

Treasury Board may transfer sums, both current and capital, voted within one

Head of Expenditure receiving the noted services to another Head of Expenditure

providing the noted services, during the fiscal year ending March 31, 2014, for

the provision of human resources, financial and related administrative services

provided in the listed activities by a division servicing multiple departments

(

a) Executive

Council activities, 2.4.01 Financial Administration and 3.1.05 Strategic Human

Resource Management;

(

b) Department

of Finance activity, 2.4.02 Corporate Services;

(

c) Department

of Natural Resources activity, 1.2.02 Administrative Support; and

(

d) Department

of Municipal Affairs activity, 1.2.03 Strategic Financial Management.

(2) Notwithstanding

the Financial Administration Act , the

Treasury Board may transfer sums voted within the Department of Finance, 1.3.01

- Government Personnel Costs, to another Head of Expenditure during the fiscal

year ending March 31, 2014, to facilitate expenditures for compensation,

benefits and other associated adjustments.

(3) Notwithstanding

the Financial Administration Act , the

Treasury Board may transfer sums voted within Consolidated Fund Services, 2.1.02

- Ex-Gratia and other Payments, to another Head of Expenditure during the

fiscal year ending March 31, 2014, to facilitate expenditures for special

retirement and other payments.

(4) Notwithstanding

the Financial Administration Act , the

Treasury Board may transfer sums voted within the Department of Environment and

Conservation, 1.2.03 - Policy Development and Planning, to another Head of

Expenditure during the fiscal year ending March 31, 2014, to facilitate expenditures

for Clean Air and Climate Change (Eco Trust) initiatives.

(5) Notwithstanding

the Financial Administration Act , the

Treasury Board may transfer sums voted within the Department of Health and

Community Services to the Department of Child, Youth and Family Services during

the fiscal year ending March 31, 2014, for the provision of human resource, financial,

administrative and regional services affected by the operation of the Department

of Child Youth and Family Services.

(6) Notwithstanding

the Financial Administration Act , the

Treasury Board may transfer sums voted within the Department of Child, Youth

and Family Services to the Department of Health and Community Services during the

fiscal year ending March 31, 2014, for the provision of human resource, financial,

administrative and regional services affected by the operation of the

Department of Child Youth and Family Services.

(7) Notwithstanding

the Financial Administration Act , the

Treasury Board may transfer sums voted within the Department of Transportation

and Works, 3.3.02 - Development of New Facilities, to another Head of

Expenditure during the fiscal year ending March 31, 2014, to facilitate

expenditures for the planning of infrastructure projects.

(8) Notwithstanding

the Financial Administration Act , the

Treasury Board may transfer sums voted within the Department of Finance, 2.1.04

Financial Assistance, to another Head of Expenditure during the fiscal year

ending March 31, 2014, to facilitate expenditures consistent with the

objectives of the Innovation Fund.

(9) Notwithstanding

the Financial Administration Act , the

Treasury Board may transfer sums voted within the Department of Finance, 2.1.05

Financial Assistance (Capital), to another Head of Expenditure during the

fiscal year ending March 31, 2014, to facilitate expenditures which support

business opportunities and promote industrial development.

(10) Notwithstanding

the Financial Administration Act , the

Treasury Board may transfer sums voted within various departments of government

to the Executive Council Human Resource Secretariat during the fiscal year

ending March 31, 2014, for the provision of human resource, financial and related

administrative services consistent with the objectives of the Human Resource

Secretariat.

(11) Notwithstanding

the Financial Administration Act , the

Treasury Board may transfer sums voted within the Department of Justice to the

Department of Health and Community Services during the fiscal year ending March

31, 2014, for the provision of MCP and related medical costs related to changes

in the RCMP Health Services Program.
