Notice of Receipt of a Second or Subsequent Repatriation Application
(Blackfoot First Nations Sacred Ceremonial
Objects Repatriation Regulation)
Pursuant to the First Nations Sacred Ceremonial Objects Repatriation Act
(FNSCORA) and the Blackfoot Sacred Ceremonial Objects Repatriation Regulation
made under that Act, the Province of Alberta as represented by the Minister of
Culture and Community Spirit hereby gives notice of receipt of a second repatriation
application from a member of the Blood Tribe for an object in the Government of
Alberta's collections at the Royal Alberta Museum.
The application is for the repatriation of the Natoas Headdress Bundle (catalogue
number H89.220.375.1-42a-d). The bundle was used in the Sundance ceremony and
contains a distinctive headdress worn by the Holy Woman, a badger skin, a digging
stick, bladder bags, rattles and other diverse elements. The bundle was purchased by
the Royal Alberta Museum in 1989.
Any person with interest in this object who either wishes to make written
representations to the Minister relating to this application or to submit an application
of their own, must do so within 30 days after publication of this notice in The Alberta
Gazette. For further information, an interested person should contact the Curator of
Ethnology at the Royal Alberta Museum, 12845-102 Avenue, Edmonton, Alberta

Repatriation of the Natoas Headdress Bundle to the Mookaakin Heritage Foundation,
as the designated representative of the Blood Tribe, may proceed after the 30 day
period if the object listed in the application is determined to meet the criteria of a
sacred ceremonial object as defined in FNSCORA, no additional applications or
contrary written representations have been made, and if the Minister considers
repatriation to be appropriate.

first three (3) treatment visits, including supportive care, shall
be $77 per treatment visit.
* If treatment is authorized within the Diagnostic and Treatment
Protocols Regulation for a WAD II injury or a third degree
sprain or strain, then the amount payable for the first seven
(7) treatment visits, including supportive care, shall be $77 per
treatment visit.
* The first treatment visit may occur on the same day as the
assessment.

If diagnostic imaging services are required, the amount payable
shall not exceed the amount set out in the
Schedule of Medical
Benefits (January 1, 2008) pursuant to the Alberta Health Care
Insurance Act.
If full or partial copies of health records of the client (insured
person) are required, the amount shall not exceed the amount
established by the Health Information Regulation pursuant to the
Health Information Act.
Necessary Supplies and Service
* If the client (insured person) is being treated within the
Diagnostic and Treatment Protocols Regulation, the physical
therapist may invoice the insurance company directly for
necessary supplies and services (e.g., exercise balls, tensor
bandages, cold packs, etc.).
* If the client (insured person) is being treated outside the
Diagnostic and Treatment Protocols Regulation the physical
therapist shall bill the client (insured person) unless authorized
by the insurance company.
* The physical therapist shall first obtain approval from the
insurance company for reimbursement of necessary supplies and
services if the total amount billed is expected to be greater than:
* $160 for WAD II and Third Degree sprain or strain
injuries,
* $120 for WAD I injuries,
* $60 for First and Second Degree Sprain or Strain injuries,
* or $160 for all sprains, strains or WAD I or II injuries of

1.1. National Instrument 55-102 System for Electronic Disclosure by Insiders
(SEDI) is amended by this Instrument.

Section 5.2 is repealed and substituted with the following,

format, the identity of the SEDI filer or the authority of the filing agent shall
be authenticated by

Notice of Intention to Establish Longview-Pekisko Heritage Rangeland
(Wilderness Areas, Ecological Reserves, Natural Areas and Heritage
Rangelands Act)
Notice is hereby given that sixty days from the date of service of this Notice and its
publication in Alberta Gazette, the Minister of Tourism, Parks and Recreation is
intending to establish Longview-Pekisko Heritage Rangeland.
Heritage Rangelands preserve Alberta's grasslands and help sustain traditional
ranching by using grazing to maintain native grassland. The proposed Longview-
Pekisko Heritage Rangeland and adjacent privately held lands are native grasslands
representative of the Foothills Parkland and Montane Natural Subregions.
An assessment of these lands was completed for Alberta Sustainable Resource
Development in March 2008 in conjunction with the adjacent land owner. Historically
these lands have been managed under a long-term grazing lease in concert with the
adjacent privately held lands as one functioning unit. Establishment of the Heritage
Rangeland will further secure the long term management of these lands.
The proposed action is located in the Municipal District of Foothills and encompasses
portions of Township 17, Range 3, West of the 5th Meridian and Townships 18 and
19, Ranges 3 and 4, West of the 5th Meridian.

Alberta Horse Racing Amendment Rules, 2008
1 The Alberta Horse Racing Rules are amended by this rule.
Section 31 is amended by renumbering the
section as subsection (1) and
adding the following:
(2) The official veterinarian must certify a horse as eligible for the EIPH
Program if the *stewards board or the official veterinarian certifies, on a
prescribed form, that
(
a) they have received documentation that the horse is qualified for the
EIPH Program in another jurisdiction,
(
b) the certification is made by a veterinarian in the other jurisdiction who
performs the duties ordinarily performed by the official veterinarian in
Alberta, and
(
c) the other jurisdiction is recognized by *Horse Racing Alberta for the
purpose of this section.
Section 264 is amended
(
a) by repealing clause (
a) and substituting:
(
a) a *horse that has not raced previously at the gait chosen must perform
in a *qualifying race under the supervision of a *judges board, but no
horse is to be permitted to *race at an extended race meeting if it does
not have at least one satisfactory charted line at the gait chosen;
(
b) by repealing clause (
c) and substituting:
(
c) a horse that has not raced within the past 45 days must perform in
a qualifying race;
Section 273 is repealed.
5 The Appendix - Dictionary of
Definitions is amended
(
a) by repealing the definition of "stakes" and substituting "stakes - see
definition of sweepstakes";
(
b) by repealing the definition of "sweepstakes" and substituting:
sweepstakes or stakes means
(
a) a race in which stakes, nomination, entry or starting fees are made by
the owners of the horses engaged, and nominations close at least 72
hours before running, or
(
b) a race without payment of stakes fees, for which horses are invited by
an association to run for a guaranteed purse that is not less than the
minimum stake purse established for that particular race meeting
but no overnight race is to be considered a stakes race.

Licensing Amendment Rules 2008
1 The Horse Racing (Officials and Participants) Licensing Rules are amended
by this rule.
Section 16(2) is amended by adding after clause (n):
(
o) charter (standardbred).
3 The following
section is added after
section 31:
31.1 Charter (standardbred) responsibilities
(1) A licensed operator must appoint at least one chart maker, who
may be known as a charter.
(2) An appointed chart maker is responsible for properly and
accurately charting the running of races in a manner consistent
with standardbred charting in North America.
(3) An appointed chart maker must work under the direct supervision
of the *judges board.
