OIC Text: The Governor in Council on the report and recommendation of the President of the Executive Council dated August 30, 2006, and pursuant to the Public Service Act, the Public Service Superannuation Act, the Civil Service Act, the
Interpretation Act and all other authority in Her vested, is pleased to: (
a) revoke the appointment of the undernoted persons from the positions set out opposite their names, effective August 31, 2006: Howard Windsor - Deputy Minister of the Office of the Premier, Deputy Minister of Treasury and Policy Board, and Chief Executive Officer of the Office of Communications Nova Scotia, which appointments were made by Order in Council 2003-542 dated December 19, 2003; Robert Fowler - Deputy Minister of Intergovernmental Affairs, which appointment was made by Order in Council 2004-242 dated May 27, 2004; Robert Fowler - Acting Deputy Minister of the Department of Health Promotion and Protection, which appointment was made by Order in Council 2006-116 dated February 24, 2006; (
b) ratify and confirm the designation of Howard Windsor as the head of the Public Service, effective January 1, 2004 to August 31, 2006; (
c) appoint Robert Fowler as Deputy Minister of the Office of the Premier, Deputy Minister of Treasury and Policy Board, and Chief Executive Officer of the Office of Communications Nova Scotia who may be referred to as the Deputy Minister of Communications Nova Scotia, effective September 1, 2006; (
d) designate Robert Fowler as the head of the Public Service, effective September 1, 2006; (
e) designate Robert Fowler as a deputy head within the meaning of the Civil Service Act and the Public Service Act and direct that he shall receive all customary benefits associated with the position of deputy head including participation in the Province of Nova Scotia Long Term Disability Plan; (
f) designate Robert Fowler to be and to have been an employee for the purposes of the Public Service Superannuation Act; and (
g) fix and determine the salary of Robert Fowler to be paid at such rate as may be determined by Treasury and Policy Board.
