SCHEDULE 5.1 TWO-SPIRIT AND TRANSGENDER DAY OF VISIBILITY

WHEREAS people who are two-spirit, transgender or non-binary are deserving of dignity, respect and freedom to live their lives fully and with meaning as their true selves; Attendu : que les personnes bispirituelles, transgenres ou non binaires méritent de vivre pleinement, dans la dignité, le respect et la liberté, et sous leur véritable identité, une vie remplie de sens; 1

AND

WHEREAS throughout history and across cultures and societies around the world, there have always existed people who have challenged binary conceptions of gender; AND

WHEREAS the latest census data indicates that approximately 1 in 300 Canadians 15 years of age or older is two-spirit, transgender or non-binary; AND

WHEREAS the contributions of two-spirit, transgender and non-binary people at the forefront of the 2SLGBTQ+ liberation movement have been overlooked through the years; AND

WHEREAS colonization, discrimination, transphobia, anti-trans laws and other policies and disinformation campaigns seek to hinder and erase the existence of two-spirit, transgender and non-binary people; AND

WHEREAS two-spirit, transgender and non-binary people experience disproportionately higher rates of mental illness and suicide given the stigma created by societal attitudes, ignorance and discriminatory government policies and health care practices, including the denial of gender-affirming care; AND

WHEREAS the impacts of transphobia and discrimination are compounded by the effects of colonization and are experienced even more deeply by two-spirit, transgender and non-binary people who are Indigenous, Black or people of colour; AND

WHEREAS two-spirit, transgender and non-binary youth have agency over their lives, understand the concepts of gender expression and gender identity and appreciate that access to gender-affirming care means better mental health outcomes; AND

WHEREAS on March 31, 2009, Rachel Crandall-Crocker founded the International Transgender Day of Visibility dedicated to the vibrant, resilient, living spirit of the transgender community; qu'au cours de l'histoire, quelle que soit la culture ou la société, il a toujours existé des gens qui ont remis en question la conception binaire des genres; que le dernier recensement canadien indique qu'environ 1 personne sur 300 âgées de 15 ans ou plus se dit bispirituelle, transgenre ou non binaire; qu'on sous-estime depuis des années la contribution des personnes bispirituelles, transgenres ou non binaires en première ligne du mouvement de libération 2ELGBTQ+; que la colonisation, la discrimination, la transphobie, les lois anti-trans et les autres politiques et campagnes de désinformation visent à effacer la présence des personnes bispirituelles, transgenres ou non binaires et à leur nuire; que les personnes bispirituelles, transgenres ou non binaires sont, à des taux disproportionnellement élevés, sujettes à des troubles de santé mentale et au suicide en raison des préjugés créés par les attitudes sociales, par l'ignorance ainsi que par des politiques gouvernementales et des pratiques en soins de santé qui sont discriminatoires, y compris le refus d'offrir des soins d'affirmation de genre; que l'effet néfaste de la transphobie et de la discrimination est amplifié par celui de la colonisation et qu'il est ressenti encore plus profondément chez les personnes bispirituelles, transgenres ou non binaires qui sont autochtones, noires ou de couleur; que les jeunes personnes bispirituelles, transgenres ou non binaires peuvent décider de leur propre vie, qu'elles comprennent les concepts de l'expression de genre et de l'identité de genre et qu'elles savent que l'accès à des soins d'affirmation de genre entraîne une meilleure santé mentale; que le 31 mars 2009, Rachel Crandall-Crocker a fondé la Journée internationale de visibilité transgenre, consacrée à la vitalité, à la résilience et à l'esprit de la communauté transgenre; 2

AND

WHEREAS the Two-Spirit and Transgender Day of Visibility will provide Manitobans with the opportunity to celebrate and support full and visible participation in Manitoba of the people in our community who are two-spirit, transgender or non-binary; AND

WHEREAS the Two-Spirit and Transgender Day of Visibility will be a day to demonstrate to Manitoba's two-spirit, transgender and non-binary youth that they are seen and heard and that they are cherished and deserving of safe and inclusive spaces in Manitoba to hope, learn, grow and thrive, now and in the future; que la Journée de visibilité bispirituelle et transgenre permettra à la population du Manitoba de célébrer et de soutenir une participation pleine et visible dans notre communauté des personnes bispirituelles, transgenres ou non binaires; que la Journée de visibilité bispirituelle et transgenre nous permettra de montrer à la jeunesse bispirituelle, transgenre et non binaire du Manitoba qu'elle est vue et entendue, qu'elle est aimée et qu'elle mérite des espaces sécuritaires et inclusifs où elle peut espérer, apprendre, grandir et s'épanouir au Manitoba, à présent comme à l'avenir, THEREFORE the following is proclaimed throughout Manitoba: il est proclamé ce qui suit dans toute la province : Two-Spirit and Transgender Day of Visibility 1 In each year, March 31 is to be known as the Two-Spirit and Transgender Day of Visibility.
