Production Allocation Unit Agreement

Contract Increases Approved Pursuant to Treasury Board Directive 02/2005

Contract: Calgary - FMC Power Plant Upgrade - Construction Management Services

Contractor: EllisDon Construction Services Inc.

Reason for Increase: This increase is for Change Orders associated with budget

shortfall for Process Mechanical (Tender Package 4 A), and revisions to shallow

mechanical services layout including adjustments to resolve associated conflicts with

foundation components.

Contract Amount: $18,500,000.00

% Increase: 69%

Amount of Increase: $12,741,853.50

Contract: Cochrane - Cochrane Provincial Building - Remodeling and Functional

Improvements

Contractor: APM Construction Services Inc.

Reason for Increase:

Schedule extension/delay costs were granted to General

Contractor due to the delay in executing the construction contract due to election call,

as the contract was executed after the period specified in the procurement documents.

Costs were granted for contractor standby costs and sub-trade price increases. As this

is a renovation project, the original contingency amount was still required for

unforeseen site conditions.

Contract Amount: $4,060,000.00

% Increase: 13%

Amount of Increase: $528,526.15

Contract: Kananaskis Emergency Services Centre - Construction of New Facilities

Contractor: Clark Builders

Reason for Increase: The contract increases during the second quarter of FY 2021-

22 were required to address: 1. operations concerns to control/reduce fumes in the

apparatus bay which required some modifications to existing ductwork; 2. operations

concerns to better control a make-up air unit by installing a manual push button; and

3. OH&S concerns to eliminate slippery surfaces; epoxy coating of an existing

concrete slab was required.

Contract Amount: $13,184,598.00

% Increase: 11%

Amount of Increase: $1,384,674.54

Contract: Leduc - Agrivalue Processing Business Incubator - Facility Expansion

Contractor: Fillmore Construction Management Inc.

Reason for Increase: Results from the Request for Proposals for Prime Contractor

Services were favourable and the contract was awarded to Fillmore Construction

Management Inc. below the allocated construction budget. Due to the tender price,

there was sufficient funding to reinstate scopes back into the contractor's construction

contract, which contributed to 24.1% of the 24.8% increase. The remaining 0.7%

increase was the result of unforeseen conditions and design improvements.

Contract Amount: $16,925,000.00

% Increase: 25%

Amount of Increase: $4,191,880.67
