Judith Guichon, Lieutenant-Governor of the province, hon. members took their seats. Mr. Speaker: I call on Rev. Dr. Keith Howard, United Church of Canada, to say prayers. K. Howard: Let us pray. Holy God, we do notknow everything aboutyou, butwe do know some things. We know you are a God who values rightrelationships marked by justiceand equality.

We know you are a God who defines the minimum display of love to be respect of all peopleregardless of cultural background, sexual orientation or political persuasion. We thank you thatyou are a God who desires abundance forallpeopleand the creation itselfand thatyou charge us to be responsiblegroundkeepers of this wonder-filled province. [2:05 p.m.] We thank you thateven as we are aware of the deep cur- rents of loneliness and the sense of being overwhelmed thatm ark the lives of so m any in this building and in this province, yourofferof strength and guidanceremains.

We remain gratefulthatyou callus beloved, whetherwe have one pairof sneakers ora closetfullof designerwingtips or pumps. Thank you forpersisting in yourdream of lives marked by serviceand joy — and thatyou delightwhen the airis filled notonly with amens butshoutsof “hurry hard” orthe won- derof a fantasticquadoran unbelievablesave. Letthe work of this House be world-class, joyous and productive.

Finally, we ask thatyou willhonourthe sacrifices, the hard work and the commi tmentof these people, the staffs and the familiesthey represent.Give them wisdom and the courage to be dangerously different, reflecting yourcharacteras they guideour province into the new worldwhich is so rapidly unfolding. Amen. Mr. Speaker: Thank you very much, Reverend. On behalfof allmembers of the Legislative Assembly, I’d like to welcome allourguests, friends and family forjoining us today. Thank you for being with us this afternoon. Hon. Members, HerHonourthe Lieutenant-Governor is in the precinct.

Please remain in your seat awaiting her arrival. Her Honour the Lieutenant-Governor requested to attend the House, was admitted to the chamber and was pleased to deliver the following gracious Speech from the Throne. [2:10 p.m.] Speech from the Throne Hon. J. Guichon (Lieutenant-Governor):Pray be seated. Good afternoon. I wouldlike to begin today by respect- fully acknowledging all of British Columbia’s Indigenous peoples and that we are gathered on the territories of Lekwungen-speaking people, the Songhees and Esquimalt First Nations.

As we open this new session of the Legislature, we recog- nize the wisdom, talent and passion of British Columbians we have lost this year. We rememberformerPremierDave Barrett, whose many contributions to public life are still enjoyed by British Columbians today, including the agricultural land reserve and public auto insurance. His actions to help working peoplewere as boldand as memorableas his words in this Legislature. We are grateful to have known him. We recognize formerMLA Rafe Mairand Kitimatmayor Ray Brady for their long-standing service to their com- munities.

We honour Abbotsford policeconstableJohn Davidson, who was killed in the line of duty. We rememberthe innocentwho were taken from us too soon, including 15-year-old Alfred Wong of Coquitlam, whose young life was cut short when he was struck by a stray bullet. Jordan McIldoon of MapleRidge was one of fourCana- dians killed in amass shootingin Las Vegas in October2017. Our best wishes go out to Sheldon Mack of Victoria, who was injured in this same senseless attack. British Columbia lost tremendous talent in Jack Boudr- eau, Nancy Richler and Donnelly Rhodes.

We holdspacein ourheartsforpeoplewho wentto work and never came home, including Wayne Hornquist, Lloyd Smith, Jason Podloski, Belle Bourroughs, Roland Gaudet, Jacob Galeazzi, Clement Reti and Kalwinder Thind. We lost First Nations leaders, like Andy Chelsea, Elmer Derrick, Leonard George, Dr. Simon Lucas and Stanley Thomas. We rememberworld-renowned artistsTony Hunt Sr. and his son, Tony Hunt Jr. Tomorrow on the streetsof Vancouver’s Downtown East- side, in the territory of the Coast Salish, thousands will march to rememberand honourthe women and girls who have gone missing orwere murdered.

We stand with you in heart and spirit. Finally, we rememberthe 1,422 British Columbians lostto overdoses in 2017. May they live on in the memoriesof their loving friends and family. The story of British Columbiais the story of ourpeople. It is in the inherentrightsof Indigenous peoples,in the hopes and dreams of newcomers, the ingenuity of ourworkers and the charity of our neighbours. 2559

The story of British Columbia this past year is one of strength, resilienceand comm unity. We are gratefulto every person who offered compassion and supportto Interiorres- idents displaced by wildfires and floods. We are inspired by the comm unities, front-line workers and firstresponders working around the clock to save lives in the overdose crisis. We are optimistic that banning big money and putting people at the centre of our politics has reinvigorated our democracy. To that end, B.C. will hold a referendum this yearto give peopleavoiceon how they vote and make polit- ics work for people again.

British Columbians work hard every day to builda better life forthemselves and theirfamilies. They deserve agovern- mentthat’s working forthem. Togetherwith the Green Party caucus, yourgovernmentis taking action to fix the problems and help people reach their full potential. British Columbians have madetheirprioritiesclear. After years of rising living costsand stagnantwages, they expect government to make life more affordable. [2:15 p.m.] British Columbians wantbetterpublicservices, like qual- ity health care for patientsand a world-class education sys- tem thatsetsup ourchildrenforsuccess.

British Columbians expect to share in the economic prosperity B.C. enjoys. The priorities of British Columbians are the priorities of this government.By making life more affordable, fixing the servicespeoplecounton and making sure B.C.’s economy is sustainableand workingforeveryone, governmentcan make life better. This session, B.C. willmove in a new direction, with new investmentsin peopleand new opportunities forthe future. Governmentwilltake steps to address the challenges facing familiestoday and putpeoplefirst, regardless of who they are or where they live.

Government’s firstand mosturgentpriority is to make life more affordable. Too many British Columbians are working paycheque to paycheque. Many cannotpay the bills without going further into debt. They are anxious and uncertain about the future, because no matter how hard they work, they cannot seem to get ahead. When life is unaffordable, there is less opportunity. When someone works two or three jobs to make ends meet, the chance to geta basic education or train for a better career is furtheroutof reach.

When peoplepay more for housing, childcare and otheressentials, there is less availablefor the things that enrich our lives. We cannotbuildabetterfuture if BritishColumbians can’t afford to be partof thatfuture. Ourchallenge is to increase the opportunities available to people and give them relief and a life they can afford. Government’s firststeps to make life more affordableare already making a difference. By cutting medical services premiums in half, governmenthas putup to $900 ayearback into the pocketsof thousands of hard-working people.

By removing unfairbridge tolls on the PortMann and Golden Ears bridges, daily comm uters are saving up to $1,500 ayear. By cutting studentloan interestby 2½ percent, graduates can getout of debt more quickly and on the path to their chosen career. By making adultbasiceducation and English language learning more tuition-free, tens of thousands of British Columbians can prepare for a degree and upgrade their skills for work. To keep hydro rates affordable, governmenthas asked the B.C. Utilities Commi ssion to freeze hydro rates for the next year.

Years of apparentneglectand inaction have led to big problems atB.C.’s publicauto insurer. This governmenthas rejected the double-digitincrease in rates fordrivers and has taken decisive action to keep rates down. In the months and years ahead, governmentwilldo even more to make life more affordableand create opportunities for people. The singlegreatest challenge to affordability in British Columbiais housing. Home is atthe heartof belong- ing — to a neighbourhood, a comm unity, a province or a country. Home is the placeto hang ourhat,to raise afamily, to feel safe and secure.

When people can’t find an affordable home, that safety and security is taken away. We become uncertain aboutthe future and ourplacein it.This is how fartoo many families in British Columbia live today. Renters are afraid of eviction orunexpected rentincreases thatwillforcethem to relocate when pricesare sky-high and vacancieshoveratrecord lows. Young familieswait longer to have children or give up theirdreams of home ownership because they cannotafford to pay for both, and some will make the difficult choice to move away from theirfamily, friends and comm unities to fulfil those dreams.

Businesses cannot grow when the skilled workers they need are shut out by the high cost of housing. Even when wages are competitive, long comm utes and limited housing options prevent teachers, technology experts, nurses and construction workers from making B.C. home. Seniors can- notfind the secure, accessible, affordablehomes they need, so they stay in theirfamily homes when they wouldlike to downsize, or they struggleeach month to afford both rent and food. [2:20 p.m.] We are called to action on housing by the people of B.C. who need ourhelp.

We know governmentcannotsolve the problem on itsown, but we also know that it must be partof the solution. Fixing this problemwilltake new ideas. It will take commi tment, and it will take working together — governments, business, non-profitsand comm unities — to make a change. Yourgovernmentwillembracethis chal- lenge with energy and determination and make a difference in the lives of the people who call B.C. home. Government’s comprehensive housing strategy addresses demand, supply and security. Government’s first step must be to address demand and stabilizeB.C.’s out-of-controlreal estate and rental market.

Safe, decent housing is a right that is under threat by speculators, domesticand foreign, who seek windfallprofits at the expense of people who work, live and pay taxes in 2560 British Columbia Debates Tuesday, February 13, 2018

B.C. We see the results of speculation in all parts of our province — distorted markets, sky high prices and empty homes. Too many British Columbians are paying the price. Your government believes that peopleseeking to profit from B.C.’s real estate must also contribute to housing solutions. Budget2018 will put forward new m easures to address the effect of speculation on real estate prices.

As recently announced by this government, we are working with on-line hospitality and accomm odation providers to m ake short-term and vacation rentals pay theirfairshare, and government will introduce legislation to crack down on tax fraud, tax evasion and m oney laundering in B.C.’s real estate market. If we are to take m eaningful steps to solve the crisis in housing affordability, governmentsmust also buildthe hom es peopleneed. In the last six m onths, we have seen what can be accomplished when governments work together.

Comm unities from Surrey to Terraceto Kam- loops have been working with the province to build2,000 new m odularhom es forhom eless British Columbians, and 1,700 new affordablerental unitswere approved for con- struction last year.

Starting this year, government will begin to make the largest investment in affordable housing in B.C.’s history, including social housing, student housing, senior housing, Indigenous housing and affordable rentals for middle- income families.Government will enact reforms to bring down barriers to affordablehousingand willwork with part- ners to getthem built. We willenablelocalgovernmentsto plan for affordablerental housing by zoning areas of their comm unities forthatpurpose, and, working with localgov- ernments, we will plan for and buildhousing near transit corridors.

Through the province’s new housing hub, a division of B.C. Housing, government will reach out to the organiza- tions that have been providing service to ourcomm unities for decadesand work with them to buildpartnerships and homes where they are needed most. The housing hub will partnerwith faith organizations, non-profitsand others who have availableland and a continued desire to contribute to the future health of their comm unities. In ourprovince, there are more than halfa million rental households.

Faced with near-zero vacancy rates, these Brit- ish Columbians too often find themselves trapped in hous- ingthey cannotafford orhave grown outof yetcannotafford to leave. Some landlords have exploited the situation, using loopholes to force renters to pay more or leave. For too long, the rights of renters were neglected. Last year, governmenttook the firststeps to help renters by clos- ing fixed-term-lease loopholes, ending geographic rent increases and increasing support to the residential tenancy branch.

This spring, government will introduce stronger protections for renters and owners of manufactured homes and protections forrenters facing eviction due to renovation or demolition. Governmentwillease the pressures on studentsby help- ing B.C.’s publiccolleges, institutes and universities build new studenthousing. As studentsare ableto move closerto where they study, the homes they have been living in willbe freed up for others.

Governmentwillcontinue to supportlow-income renters by enhancing Shelter Aid For Elderly Renters grants and rentalassistance program grantsfor familiesto address the gaps that have grown between these vital supportsand the true costs of housing. [2:25 p.m.] Governmentwillconsiderfuture measures to make rent- ing more affordable. Starting this year, yourgovernmentwill begin making the largestinvestmentin retrofitsand renova- tions of socialhousing in B.C. in more than 20 years.

These upgradeswillpreserve much-needed housing stock, reduce greenhouse gas emissions and reducehome heating bills for the tens of thousands of people who live in social housing. Just as housing has a major impact on the cost of living for B.C. families,so too does the search for quality, afford- ablechildcare. These familieswork extrashiftsand often drive milesout of theirway to take advantage of the child care they feellucky to have found, a privilege thatcan cost tens of thousands of dollars a year perchild. Then there are the thousands of familieswho do noteven getthatchance.

Instead, they wait months, even years, on waiting lists. Careers are put on pause, and family incomes fall because child care is not available for them. Pastgovernmentshave nothelped parentsfind the child care they need to move theirlives forward — getting an edu- cation, takinganew job and makingthe mostof theiroppor- tunities. This year British Columbia will turn the corner. Whilethe journey ahead will take time, B.C. is now firm ly heading down the path of affordable, quality childcare for all.

Safe, affordablelicensed care willbecome B.C.’s standard, giving parentsthe peaceof mind they need and quality care they can rely on. We begin this year by making a difference in the costof childcare for tens of thousands of families, with the largest investment in child care in B.C. history. With this invest- ment comes a pledge to work side by side with providers, advocates, comm unities and parents, with a singlepurpose in mind: to propel the conversion of unlicensed spacesto licensed, regulated childcare so thatmore parentscan bene- fit from the savings government is providing.

As we move to make childcare more affordable, yourgov- ernmentis also moving forward on creating more licensed spacesfor more B.C. families. We look forward to continu- ing ourwork with the federalgovernmentand itschildcare plan to enhance access around the province. Whilethe path forward is focused on licensed care, gov- ernmentis also takingsteps to give parentswho rely on unli- censed care greatersecurity and peaceof mind. Government will introduce new legislation to give parentsvital inform- ation about unlawful or problem providers of unlicensed childcare.

These new ruleswillgive familiesthe information they need to make sure they are making the bestand safest Tuesday, February 13, 2018 British Columbia Debates 2561

choice for their child. Finally, beginning this year, governmentwilldramatically increase training of early childhood educators, and we will investin recruitingand retainingthe dedicated professionals who work with children around the province. When we investin quality childcare, everyone benefits.Children get the beststartand the opportunity to succeed. Parentscan go back to work, earning more money to pay the bills and save for the future. Employers benefit from the talent of tens of thousands of skilled people, many of them women coming back into the workforce.

Action on childcare and housing will go a long way to address the crisis in affordability. If ourprovinceis to realize itsfullpotential, we mustsecure economic opportunity for every British Columbian. Working families have not benefited equally from the wealth of ourprovince. Instead, regular peoplehave experienced stagnant wages, part-time and unstablework and feweropportunities to getahead. A strong economy is where everyone is doing better, where peoplehave the opportunity to apply their skills, are paid fairly and share in the benefitstheirhard work helped create.

By fighting inequality, creating fair working conditions forpeopleand growing and diversifying oureconomy, your government will make sure everyone has a placein B.C.’s bright future. British Columbia is at itsstrongest when we are allpulling in the same direction. Yetwe cannotreach our fullstrengthwhensome amongus are diminished.

Yourgov- ernment is taking steps to fight inequality and bring down the barriers holding people back. [2:30 p.m.] The cycleof poverty has divided peoplefrom opportunity and hurtthousands of children and families. This yearyour government will deliver B.C.’s first-ever poverty reduction strategy. The strategy will rely on investments across gov- ernmentto make life betterforlow-income familiesand the workingpoor, from the minimum wage to housingand child care, mentalhealth, legalaid, post-secondary education and skills training. We are allmadestrongerwhen we give famil- ies a better start.

To erase inequality, we must create a province where everyone is welcome to contribute, no matter theirability, race, religion, sexualorientation, genderidentity and expres- sion or political beliefs. This fall B.C. will continue on the path to renewing the B.C. Human Rights Commi ssion, because everyone shouldbe madeto feela welcome partof our province’s economy, culture and future. An economy thatworks foreveryone treatsworkers fairly. This year your government will take steps to help working peoplewho have been waiting for the chance to getahead.

Ninety-four thousand British Columbians go to work and take home a minimum wage, from young peopleworking theirway through post-secondary to familiesstruggling to make ends meetand seniors who need money to pay their bills in retirement.B.C.’s lowest-paid workers deserve araise. Governmentwillfollow through on the FairWages Com- mission’s path to $15 an hour, with fullimplementation by June 2021. B.C. will begin with an imm ediate increase in June 2018, followed by predictableincreases overtime. This progression will provide certainty to business and hope to minimum-wage earners who are ready to earn a full wage.

Working peopleenjoy importantrightsand protections in the workplace, owing to the hard-foughtvictories of the labour m ovement and contracts fairly bargained by uni- ons and businesses. B.C. must ensure that workers rights and protections are fairand in step with those of allCana- dians. Governmentis taking the firststep by reviewing the province’s labourcode to supportfairlaws forworkers and business. Work that is fair must also be safe.

Your government is commi tted to making B.C. the safest place in Canada in which to work and willprovidebetterprotections forwork- ers, strongercomplianceand enforcement, and fairand bal- anced treatment of workers and employers. Fair treatment for B.C. workers includes creating oppor- tunities forB.C. businesses to bid on governmentcontracts. When the previous government brought in low-bid, large- scalecontracts, itoften gave big companies the insidetrack and shutoutmany smallbusinesses.

This year government willupdate itsprocurementpoliciesto give B.C. businesses a chanceto compete forand win governmentcontractsthat create jobs and opportunities in comm unities throughout our province. Your government’s vision for a fair and inclusive society willbe builtfrom the foundation of a healthy, growing eco- nomy and from a clear understanding that we must create wealth in orderto share it.Opportunitiesforpeoplego hand in hand with economic growth. Business success musttrans- late into progress for B.C. familiesand workers.

A vibrant, diverse and growing economy supports the services com- munities count on. This is your government’s pledge to British Columbians: we will grow our economy and we will foster prosperity thatis sustainableand broadly shared with British Columbi- ans. By combining fiscaldiscipline with an absolute beliefin fairness and equality, your government will pursue a real- istic, innovative and entrepreneurialeconomic development strategy for every region and every sector of B.C.

Government will take steps to strengthen the natural resource sectors of our economy, including forestry, min- ing and energy, while supporting growing sectors, such as agriculture, m anufacturing, smallbusiness, technology and tourism. Ourforestindustry remains B.C.’s singlelargestexporter, generating thousands of jobs throughoutthe province. Yetit continues to facetough challenges, from beetleinfestations to tradebattlesto the worstwildfire season on record.

Your government believes in the future of forestry and wantsto see a strong and sustainable industry for years to come. [2:35 p.m.] B.C. willcontinueto fightforafairdealon softwood lum- berand seek new marketsforourforestproducts. And gov- ernment will revitalizethe forest industry’s social contract 2562 British Columbia Debates Tuesday, February 13, 2018

with British Columbians to ensure thatthe use of publictim- ber generates good jobs in forest-dependent comm unities and provides a fair return for the public. The 21st-century forest industry is a high-tech industry. Government will work to maintain and enhance the com- petitiveness of ourtraditionalsectors whilediversifying the industry with increases in manufactured wood. By encour- aging the developmentof new productsand processes, your governmentwillwork with industry, FirstNations, workers and comm unities to make forestry even strongerand max- imize the value B.C. gets out of each log.

B.C. continues to help peopleand comm unities affected by wildfires as we move from recovery to renewaland resi- liency. The wildfires certainly tested British Columbians, but it also showed our courage and strength. Governmentis working quickly to make sure we getthe mostvalueoutof affected timber, in co-operation with com- munities, industry and First Nations. Government has launched an independent review of last year’s destructive fires and spring floods to make sure we learn the lessons of the past and invest in prevention to keep comm unities safe.

Yourgovernmentwillpromote innovation in every region of the province, because everyone deserves to benefit from and share in the wealthcreated by the 21st-century economy. Government has named B.C.’s first innovation commi s- sioner, an initiative of the B.C. Green caucus, to be an advoc- ate across Canada and internationally for B.C.’s booming tech sector. This spring government will launch the emer- ging economy task force, which will develop made-in-B.C. solutions and look athow governmentcan encourage innov- ation and sustainable industries to drive economic growth.

Starting this year, governmentwillcreate 2,900 new tech- related spacesat colleges and universities throughout B.C., including the firstfullsoftware engineering program in the Interior and the first full engineering degree in northern B.C. This is the first major investment in tech programing atpost-secondary institutions in overten years. With these new spaces, techcompaniescan hire homegrown B.C. talent, bringing jobs and opportunity to every region. We must ensure that rural and remote comm unities are partof B.C.’s brighteconomic future.

Too many of ourrural comm unities have not benefited from the province’s sus- tained economic growth. Instead, they facehigher unem- ploymentand more limited opportunitiesthan otherregions of B.C. Itis time to renew ourcommi tmentto ruralB.C. and itsplacein ourprovince’s economy. Peopleliving in Vernon orVanderhoof shouldhave the same opportunities as those who live in Vancouver.

Government recently announced a federal-provincial funding agreementthatwillconnect154 remote coastaland Indigenous comm unities through high-speed Internet. This investment will strengthen local economies, connect busi- nesses with the worldand give more ruralcomm unities the opportunity to grow, diversify and compete. This is butone example of what we can accomplish when we work together. British Columbia is a vast province. Though ourregions are diverse, with differences in geography, we are brought together in the belief that every person and every com- munity shouldhave the opportunity to succeed.

Your gov- ernmentis engaging in comm unitiesaround the provinceto create a rural development strategy. The rights and needs of Indigenous peoples in British Columbia have been setasidefor far too long. This govern- mentunderstands the enormous responsibility ithas to Indi- genous peoples,in the wake of inaction by governmentafter government. We know that true and lasting reconciliation willtake time. If itis to be meaningful, itwillrequire deep transformation.

This year governmentwillbegin developing a cross-min- istry framework to meet our commi tments to the United Nations declaration on the rightsof Indigenous peoples, the calls to action of the Truth and Reconciliation Commi ssion and the Tsilhqot’in decision.

Indigenous peoples— be they title-holding FirstNations, Métis, Inuitorthose living on or off reserve — must be involved in the decisions, programs and policies that affect them. [2:40 p.m.] As governmentand Indigenous peopleswork in partner- ship toward reconciliation, we will need the resources of a strong economy as well as the willingness to work side by side to build trust and set a path forward for all British Columbians. We mustclose the socioeconomic gap between Indigenous and non-Indigenous comm unities and investin the capacity-building that is critical for self-determination.

This yeargovernmentwillinvestin new measuresto support Indigenous peoples, languages and cultures. When governmentuses itsresourcesto deliverpublicser- vices, it provides for everyone what most of us could not afford ourselves — better health care, quality education, publicsafety, roads and bridges, and help forpeoplein need. Quality publicservicesare the foundation of a provinceand an economy that is working for people. Government will continue to make smart investments in publicservices to make sure they are available, reliable and affordable for everyone.

Too many peopledo not have access to the health care they need. Overcrowded hospitals, long waitsfor surgeries and the endless search for a family doctor have become the norm. Itis time B.C. delivered on health care forevery com- munity. Getting peoplefaster, betterhealth care is the key to getting well and staying healthy. Government will bring together family doctors, nurses, nurse practitioners and other health care professionals to offerteam-based care thatimproves access to health care for patientswhilereducing pressure on emergency rooms. Long waitsforsurgeries frustrate patientsand prolong theirpain.

Government is taking action to reduce surgical wait times and get people help faster. Aftera lifetime of hard work, seniors deserve respectand quality care. Yet 85 percent of seniors care homes do not meetthe minimum numberof hours of care perday. Many seniors are leftalone, without a helping hand or the care Tuesday, February 13, 2018 British Columbia Debates 2563

they need. Governmentwillgive ourseniors caring support and help them live in dignity. Governmentwillincrease the time caregivers spend with seniors, provide more supports to family members caring for elderly loved ones, and train more people to meet future demands for care. As we investin health care for the present,we mustalso plan for the future. Government is moving forward with new hospitals and revitalized facilities for ruraland remote comm unities, as wellas growing comm unities in the Lower Mainland. Education is the great equalizer.

From young students eagerto learn, to adultstraining to earn the skills they need to join the workforce, an investment in education is an investmentin ourfuture. Fortoo long, B.C. studentslearned in overcrowded classrooms. By fully funding class size and composition requirements, more than 3,500 new teachers, librarians and counsellors are in B.C. schools, helping stu- dentslearn in smallerclasseswith more individualattention. In many growing comm unities, students are forced to learn in portablesinsteadof arealclassroom.

Governmentis helping fast-growing comm unities and crowded schooldis- trictsto buildnew schools to getkids outof portablesand into a better learning environment. In the past, promises to upgradeor replace unsafe schools were not followed through. Governmentis making up forlosttime by acceler- ating the repairor replacementof 50 B.C. schools. Thirteen seismic projectsin nine B.C. comm unitieshave already been announced, putting thousands of kids on the fast track to safer schools and giving parents peace of mind.

School fundraising drives for education essentials put growing pressure on familiesalready feeling the affordability crunch. This year government will establish a new play- ground capital fund to ease the pressure on parents and advisory councils who have been forced to fundraise for these comm unity assets. For many years, school districts were forced to close neighbourhood schools orcutvitalstudentprograms to bal- ance budgets. These cutshave hitnorthern and ruralcom- munities hard, forcing many students to bus longer dis- tances, further from home to school.

To fix the problems, governmentwillreview schoolfunding to protecteducation in ruraland northern comm unities and bettersupportstu- dents with special needs. [2:45 p.m.] We allwantcomm unitiesthatare strong, secure, and resi- lient.British Columbia is taking action to keep peoplesafe. As British Columbia works towards the federaltimeline for legalization of non-medicalcannabis in the summ erof 2018, government will introduce legislation and policy to ensure safe implementation of non-medicalcannabis.

As we move forward, B.C. is commi tted to protecting ouryouth, promot- ing health and safety, keeping the criminal element out of cannabis and keeping our roads safe. This spring government will set out the rulesfor retail saleof cannabis, establish placesof use, limitsforpossession and personalcultivation, and setpenaltiesfordrug-impaired driving. Government will soon launch a publiceducation campaign to ensure thatthe publicknows the rulesforusing cannabis before the law comes into force. Governmentwillcontinue to investin policeofficers and specialized unitsto tacklegang and gun violence.

Govern- menthas commi tted to ongoing funding forsuccessfulcom- munity programs like the Surrey Wrap program, to keep at- risk youth out of gang life. Government is making new investments in transition housing forwomen and children fleeing violence. This is the first significant investment in transition housing in B.C. in nearly 20 years. The comm unities we live in, roads we drive on, hospitals for patients and schools for our kids all depend on a sus- tained investment in publicinfrastructure. Government is making smart investments to grow B.C. and create oppor- tunities for people.

The Pattullo Bridge is a critical piece of transportation infrastructure for LowerMainland drivers. Butin less than five years, the bridge willno longerbe in use because itwill no longerbe safe. Thatis why governmentis moving quickly to replacethe PattulloBridge — to keep comm uters safe and keep people moving. When government builds new schools, hospitals and roads forpeople, those projectsshouldalso generate benefits and opportunity for B.C. workers. Government will make sure infrastructure projectsdeliverlastingbenefitsforpeople and comm unities in the form of good jobs, skills training and apprenticeships.

Safe, secure and reliabletransportation options are critical to get British Columbians moving in rural and remote regions. Government is mindful that a reduction in long- haulbus servicecouldleave peopleand comm unities stran- ded. Governmentis commi tted to working with comm unit- ies to make sure people have long-haul transportation options to get where they need to go. A lack of investmentin transithas lefttoo many families in gridlock.

Your government will work with the Mayors Councilon RegionalTransportation to realizeitsvision for expanded rapid transit in the Lower Mainland, which will relieve congestion and get families home faster. Many British Columbians rely on ferries to travel to and from theircomm unities. Governmentis undertaking a comprehensive review of B.C.’s coastal ferry service to m ake sure ourferries are working as efficiently and effect- ively as possible. B.C. mustcontinue to do everything itcan to address the overdose crisis. If today is an average day, we willlose anoth- er four people to overdoses.

Most of them will die alone. Many of them will be Indigenous. The overdose crisis is a publichealth emergency thathas touched every comm unity. We have to tacklethis crisis with compassion and under- standing, and we have to work together to save lives. If someone is in trouble, we need to be there to help. One of government’s first actions was to create a stand- alone Ministry of MentalHealth and Addictions to provide 2564 British Columbia Debates Tuesday, February 13, 2018

asinglepointof accountability, focus and action. Sincethen, government has taken swiftaction to address the overdose crisis, including a new provincial overdose emergency response centre and 18 regionalcomm unity action teams to support B.C.’s hardest-hit comm unities, expanded availab- ility of naloxone, new overdose prevention sites, expanded access to drug checking, and vitalsupportsfor firstrespon- ders and volunteers responding to multiple overdoses.

A new publicawareness campaign willhelp reducethe stigma of addiction. [2:50 p.m.] Government is working with Indigenous partners and othersectors to save lives and provide betterand more cul- turally appropriate supports. B.C. is investing $20 million overthree years to support First Nations comm unities and Indigenous peoples to address the overdose crisis. B.C. willcontinue to give policethe tools to fightfentanyl in our neighbourhoods, including more policeofficers and dedicated anti-trafficking teams.

The overdose crisis is a dif- ficultand complexproblem.Comm unities, front-line work- ers and first responders are working around the clock to help. Yourgovernmentis steppingup. We willmake progress together. As government takes steps towards making life more affordableand ourcomm unities more livable, we mustalso be climate leaders, protectB.C.’s air, waterand land, and pre- serve ourprovince for future generations. Once a leaderin climate action, B.C. has fallenbehind on itsclimate oblig- ations.

The previous governmentdid notachieve itsgreen- house gas targetsand ignored the recomm endations of its climate leadership team. Itis time to getB.C. back on track. Yourgovernmentwill take steps to meetour climate targets, promote innovation and help familiescome out ahead through a new climate plan to be developed over the coming months. B.C.’s new Climate Solutions and Clean Growth Advisory Council will help us find solutions to fight climate change, prepare forclimate impactsand create jobs and opportunity for peoplein sustainableindustries.

Research is underway on ways to address fugitive emissions in the oiland gas sec- torand slash burning. B.C. willcontinueto supportinnovat- ive projectsthatsupportsustainablegrowth, reduceclimate pollution and help people. Governmentwillupdate the priceof carbon in B.C. as we move towards the federally mandated $50 pertonne by 2022. As the pricegoesup, governmentwilltake steps to help fam- iliesand ensure that emission-intensive industries remain competitive and protectjobs whilereducing theiremissions.

As B.C. develops itsabundantnaturalresources,we must doso in away thatmeetsourobligations to the environment, FirstNations and the publicinterest. This year, government is taking important steps to restore publictrust in B.C.’s environmental stewardship. This springgovernmentwillwork to revitalizeB.C.’s envir- onmentalassessmentprocess. Governmentwilltableterms of reference and engage industry, Indigenous people and comm unities in the coming months. The potential of a diluted bitumen spillin B.C.’s pristine coastalwaters poses a significant risk to our economy and our environment.

The people of B.C. expect government to protect our coastand inland waterways from the significantharm s an oilspillwouldcause. Governmentis considering new pro- tections thatwouldimprove ourability to prepare for and respond to bitumen spills. Government will consult with industry, local government, the publicand First Nations on the path forward. B.C. will continue to invest in parks and protected areas and hire more conservation officers to preserve our province’s pristine natural environment. The story of British Columbia is the story of ourpeople. Theirpotentialis ourpotential.

We share in theirtrials and theirtriumphs. By making differentchoicesthatputpeople first, government can transform lives and create a better future for everyone. We move forward with afullheart, inspired by the people of our province, determined to do everything possible to help them succeed. Letus aim high and acceptnothing less than ourbestto getthe resultsthatBritish Columbians have been waiting for. To all the members of the Legislative Assembly, once again, still, I congratulate each and every one of you foryour willingness to represent your constituents.

You and your familiessacrificemuch in orderto allow you to serve. As the Lieutenant-Governor of British Columbia, I beseech each and every one of you to continue to putthe citizens you rep- resentfirstand to nurture a positive vision of a bright,sus- tainablefuture for this wonderful province, which we will bequeath to all future generations. I wish you allsuccess in this, the third session of the 41st parliament of the province of British Columbia. “Splendor sine occasu.” “Splendour without diminishment.” Thank you. Merci. HÍSW̱ḴE.
