Contract Increases Approved Pursuant to Treasury Board Directive 02/2005

Contract: Bonnyville - Provincial Building and Courthouse - Exterior Glazing

Replacement

Contractor: GenMec ACL Inc.

Reason for Increase: During the course of construction, unforeseen site conditions

were encountered which will require additional work. Scope of the changes includes

asbestos abatement, repairs to electrical conduit, tile repairs and contingency.

Contract Amount: $1,043,000.00

% Increase: 62%

Amount of Increase: $648,232.27

Contract: Calgary - FMC - Power Plant Expansion - Construction Management

Services

Contractor: EllisDon Construction Services Inc.

Reason for Increase: Contract increase was reported to Alberta Gazette in 2022/23

Q3; increase was $18,908,762.90

Additional increase to the contract was for modifications to the connection between

the expansion and the existing facility. The connection to the existing building was in

the project scope; however, unforeseen were the changes required as a result of how

the existing plant operates. To ensure the successful connection of the new

construction to the exiting facility the circuit for the fire alarm panel needed to be

revised and an existing plant valve station needed to be relocated to accommodate the

new steam header.

Contract percent is cumulative.

Contract Amount: $18,500,000.00

% Increase: 104%

Amount of Increase: $19,167,954.78

Contract: Calgary - Young Offenders Centre - Correctional Facility Renewal

Contractor: PCL Construction Management Inc.

Reason for Increase: Additional change orders in the approximate amount of

$109,000.00 are anticipated to complete the project. These include the following:

supply and installation of revised fire dampers to fire and smoke dampers, remove

light switches in admission and discharge holding rooms, sprinklers sludge

inspections, potential custom locks for the fire extinguishers, and a contingency for

further unforeseen conditions.

Contract Amount: $5,588,000.00

% Increase: 34%

Amount of Increase: $1,905,746.99

Contract: Edmonton - 10805 120 Street Building - Relocate Children's Services

Contractor: Rescom Inc.

Reason for Increase: Additional increase to contract is required to complete the final

change orders to complete the project for occupancy.

Existing site conditions with the floor slab resulted in extensive unforeseen trench and

floor preparation to accommodate installation of plumbing and flooring. Changes also

require switch to automatic hand washing fixtures in the staff washrooms and changes

to the Intercom/Access Control system providing remote entry options into the

building.

Contract Amount: $2,021,000.00

% Increase: 12%

Amount of Increase: $247,100.00

Contract: Edmonton - 44 Cap - 12th Floor Seniors Consolidation

Contractor: Porscon Construction Ltd

Reason for Increase: During the course of construction, unforeseen site conditions

were encountered which will require additional work. Scope of changes include

carpet tile replacement, cable tray replacement, T bar ceiling grid rotation and

contingency

Contract Amount: $1,392,000.00

% Increase: 14%

Amount of Increase: $189,200.00

Contract: Edmonton - Blood Transfusion Service Building - Exterior Envelope

Renewal

Contractor: Prologic Construction Ltd.

Reason for Increase: Unforeseen work required to complete the project, including

removal of hazardous materials, repair to corrosion of the structural support steel

members running the length of the elevated pedway, and other work required to

complete the project.

Contract Amount: $811,679.00

% Increase: 16%

Amount of Increase: $133,321.00

Contract: Edmonton - Neil Crawford Provincial Centre - Replace Pedestrian

Walkways and Signage

Contractor: Gateway Builders Inc.

Reason for Increase: Various small improvement on the site were required to be

completed as part of this project for tie-into existing unforeseen site conditions to

provide an overall improved site, including changes to signage, additional curb and

gutter for positive drainage in various areas on site.

Contract Amount: $1,694,250.00

% Increase: 27%

Amount of Increase: $452,653.39

Contract: Edmonton - Rundle Riverview Crossing - Children's Services Intervention

Office Relocation

Contractor: Porscon Construction Ltd

Reason for Increase: Ongoing shower use issues with water not properly draining

from the shower. Other solutions have not worked. Shower was built to design, but

now requires a threshold and relocation of the showerhead.

Contract Amount: $1,117,400.00

% Increase: 11.1%

Amount of Increase: $7,203.80

Contract: Fort Saskatchewan - Correctional Centre - Pedestrian Entry Building

Painting and Flooring Renovations

Contractor: Stanley Construction

Reason for Increase: Increase is required to deliver a completely finished product.

Fix water leak in public washroom, add extra lights to increase light level and extra

leveling on the demolished floor. Millwork to be updated.

Contract Amount: $164,800.00

% Increase: 104%

Amount of Increase: $171,498.80

Contract: Leduc - Agrivalue Processing Business Incubator - Facility Expansion

Contractor: Fillmore Construction Management Inc.

Reason for Increase: Contract increase was reported to Alberta Gazette in 2022/23

Q3; increase was $5,745,127.17.

The majority of changes are due to previously removed project scope being reinstated

after contract award, due to favorable tender results that alleviated the anticipated

budget cost pressures. 70% of the project changes are due to the reinstated scope.

Recent changes are related to additional mechanical and electrical work required to

revise to card readers, BMS station location, lighting control, addition of heat trace,

heat detectors, BMS communication backbone, and phone activation for ULC fire

alarm monitoring.

Contract Amount: $16,925,000.00

% Increase: 34%

Amount of Increase: $5,833,437.14

Contract: Peace River - Ecole Des Quatre-Vents K-12 Replacement

Contractor: GenMec ACL Inc.

Reason for Increase: Contract ID 039289 was reported to Alberta Gazette in

2022/23 Q3 Amount of increase reported in Q3 was $2,089,861.76

Additional Design Fees were required to implement the needed changes related to the

building slab being raised, post tender, to meet a 1:100 year ice jam event to mitigate

flood risk to the facility. Architectural coordination of Civil, Mechanical, Electrical,

Landscape redesign.

Contract Amount: $17,487,700.00

% Increase: 13%

Amount of Increase: $2,277,658.05

Contract: Slave Lake - 449 Main Street - MDS Site Remediation

Contractor: Nelson Environmental Remediation Ltd.

Reason for Increase: Cost of shoring and trenching design based off additional

geotechnical information not previously accounted for and unforeseen work.

Contract Amount: $934,274.40

% Increase: 37%

Amount of Increase: $350,000.00

Contract: Vincent J. Maloney Catholic School, Greater St. Albert Roman Catholic

Separate School District No. 734 - Modernization

Contractor: K-Rite Construction Ltd.

Reason for Increase: This is a modernization project. Due to conditions which were

not discoverable until commencement of construction, the following items were

added as changes to the contract: additional air flow sensors in AHU ducting; changes

to HVAC corridor ducting to reduce noise in adjacent classrooms; and additional

work to dust collector equipment layout.

Contract Amount: $7,950,000.00
