On the recommendation of the undersigned, the Lieutenant Governor, by and with the advice and consent of the Executive Council, orders that, effective April 1, 2016,

(

a) the Hunting Licensing Regulation, B.C. Reg. 8/99, is amended as set out in the attached Appendix 1,

(

b) the Limited Entry Hunting Regulation, B.C. Reg. 134/93, is amended as set out in the attached Appendix 2, and

(

c) section 16.01 (

h) of the Wildlife Act General Regulation, B.C. Reg. 340/82, is repealed.

Appendix 1

Section 1 (1) of the Hunting Licensing Regulation, B.C. Reg. 8/99, is amended by adding the following definition:

“FWID number” , in relation to a person, means a unique number assigned to the person by the director as the person’s fish and wildlife identification number.

Section 9 is amended

(

a) by repealing subsection (1) and substituting the following:

(1) The director may, on application by a person, issue to the person a resident hunter number card if the director is satisfied that the person

(

a) is a resident, and

(

b) has successfully completed the examinations approved by the director for the purposes of

section 17 (1) of the Act. ,

(

b) by repealing subsection (2) and substituting the following:

(2) A resident hunter number card issued under subsection (1) must contain a unique resident hunter number, which must be the FWID number of the person to whom the resident hunter number card is issued.

(2.1) A resident hunter number card issued before April 1, 2016 is invalid.

(2.2) Despite subsection (1), the director may issue a resident hunter number card to a person who, immediately before April 1, 2016, held a resident hunter number card. ,

(

c) in subsection (3) by striking out “ resident hunter number and ”, and

(

d) in subsections (4) and (5) by adding “ resident ” before “ hunter number card ”.

Section 10 is amended

(

a) in subsection (1) by striking out “ resident hunter number and resident hunter number card are ” and substituting “ resident hunter number card is ”,

(

b) in subsection (2) by striking out “ they fail to surrender their resident hunter number card to the director ” and substituting “ he or she fails to notify the director of that change ”, and

(

c) by repealing subsection (3).

4 Sections 12 (

b) and 13 (1) are amended by striking out “ presents for inspection by the licence issuer his or her ” and substituting “ holds a ”.

5 Sections 14 and 18 are repealed.

6 The

Schedule is amended by repealing item 5.

Appendix 2

Section 1 (1) of the Limited Entry Hunting Regulation, B.C. Reg. 134/93, is amended by adding the following

definitions:

“Act” means the Wildlife Act ;

“FWID number” has the same meaning as in the Hunting Licensing Regulation, B.C. Reg. 8/99; .

Section 2 is amended

(

a) in subsection (1) (

b) by adding “ who has been assigned a FWID number ” after “ British Columbia ”, and

(

b) by adding the following subsection:

(1.1) A person is ineligible to obtain a limited entry hunting authorization if

(

a) the hunting licence, if any, of the person is suspended,

(

b) the person is ineligible to obtain a hunting licence, or

(

c) the person is prohibited from hunting.
