WHEREAS

it appears that the sums mentioned are required to defray certain expenses of

the Public Service of Newfoundland and Labrador

for the financial year ending March 31, 2015 and for other purposes relating to

the public service:

MAY IT THEREFORE PLEASE YOUR MAJESTY THAT-

Be it enacted by the Lieutenant-Governor and

House of Assembly in Legislative Session convened, as follows:

Short title

1. This

Act may be cited as the Supply Act, 2014.

Further supply 2014-2015

2. From

and out of the Consolidated Revenue Fund there may be issued by the Minister of Finance and President of Treasury

Board sums not exceeding $4,658,836,400 in addition to

the sum of $2,829,892,500

authorized by the Interim

Supply Act, 2014 the aggregate of the sums authorized to be issued under

this Act and the Interim Supply Act, 2014

being

$7,488,728,900.

Effect of

authorization

3. The

sums authorized to be issued by this Act as set out in the

Schedule shall be

paid and applied by the several heads of expenditure in respect of the

financial year extending from April 1, 2014 to March 31, 2015 towards defraying

the charges and expenses of the Public Service of Newfoundland and Labrador as

set out in the Schedule.

Transfer of funds

(1) Notwithstanding the Financial Administration Act , the

Treasury Board may transfer sums voted within the Department of Finance, 1.3.01

- Government Personnel Costs, to another Head of Expenditure during the fiscal

year ending March 31, 2015, to facilitate expenditures for compensation,

benefits and other associated adjustments, including a signing bonus and salary

increase component for collective agreements still outstanding.

(2) Notwithstanding

the Financial Administration Act , the

Treasury Board may transfer sums voted within Consolidated Fund Services,

2.1.02 - Ex-Gratia and other Payments, to another Head of Expenditure during

the fiscal year ending March 31, 2015, to facilitate expenditures for special

retirement and other payments.

(3) Notwithstanding

the Financial Administration Act , the

Treasury Board may transfer sums voted within one Head of Expenditure to

another Head of Expenditure during the fiscal year ending March 31, 2015, to

facilitate expenditures for Financial Assistance, 2.1.04 and 2.1.05, voted

within the Department of Finance.

(4) Notwithstanding

the Financial Administration Act , the

Treasury Board may transfer sums voted within one Head of Expenditure to the

Department of Finance - Economics and Statistical Branch, 2.3.01 - Economics

and 2.3.02 - Statistics, during the fiscal year ending March 31, 2015, for the

provision of economics and statistical services.

(5) Notwithstanding

the Financial Administration Act , the

Treasury Board may transfer sums voted within the Department of Innovation,

Business and Rural Development to the Department of Natural Resources during

the fiscal year ending March 31, 2015, to facilitate expenditures related to

the Cranberry Industry Development Program.
