a) dissolves the Village of Kinuso,

(

b) directs that the land in the Village of Kinuso becomes part of the Municipal

SCHEDULE 1

ORDER

1 In this Order,

(a) "former area of the village" means the land in the Village of Kinuso before

dissolution;

(b) "receiving municipality" means the Municipal District of Big Lakes;

(c) "village" means the Village of Kinuso.

2(1) The former area of the village is part of electoral division 4 of the receiving

municipality until the receiving municipality passes a bylaw pursuant to

section 148

of the Municipal Government Act that provides otherwise.

(2) The receiving municipality must, prior to the 2010 general election review the

number of wards and the boundaries of the wards within the receiving municipality

and must pass a bylaw that includes a decision available to the council under

section

148 of the Municipal Government Act to establish the number of wards and establish

the boundaries of those wards within the time specified under

section 149 of the

Municipal Government Act.

3(1) The former area of the village is designated as a hamlet to be known as the

Hamlet of Kinuso until the receiving municipality changes the designation in

accordance with

section 59 of the Municipal Government Act.

(2) The boundaries of the Hamlet of Kinuso are described in

Schedule 2.

4 All liabilities of the village, whether arising under debenture or otherwise, and all

assets, rights, duties, functions and obligations of the village are vested in the

receiving municipality and may be dealt with in the name of the receiving

municipality.

5 Bylaws and resolutions of the village continue to apply in the former area of the

village until the bylaws or resolutions are repealed, amended or replaced by the

council of the receiving municipality.

6(1) If the liabilities of the village exceed the assets of the village, the receiving

municipality may impose an additional tax under

Part 10 of the Municipal

Government Act on property, including linear property as defined in

section 284(1)(

k) of the Municipal Government Act, located in the former area of the village to pay for

those excess liabilities.

(2) The receiving municipality may pass a bylaw annually to impose a special tax

under

Part 10, Division 5 of the Municipal Government Act on the land located in the

former area of the village for the purposes of repaying debt incurred by the village

prior to its dissolution until the debt has been repaid.

7 A reference to the village in any order, regulation, bylaw, certificate of title,

agreement or any other instrument is deemed to be a reference to the receiving

municipality.

8(1) The receiving municipality shall use

(

a) money received from the village on its dissolution, and

(

b) money received from the sale of any of the assets of the village vested in the

receiving municipality under

section 4 that the receiving municipality sells

before December 31, 2014,

to pay or reduce a liability vested in the receiving municipality on the dissolution of

the village, or for projects in the former area of the village.

(2) Any money referred to under this

section must be accounted for separately by the

receiving municipality.

9(1) The employees of the village at its dissolution are deemed to be employees of the

receiving municipality.

(2) All employment records related to the employees referred to in subsection (1) are

transferred to the receiving municipality.

(3) All associated liabilities related to the employees referred to in subsection (1) are

transferred to the receiving municipality.

10 Pursuant to

section 14(1)(

e) of the Foreign Ownership of Land Regulations, the

land within the boundaries of the Hamlet of Kinuso is exempt from the operation of

the Regulations.

11 The Minister may decide any other matter relating to the rights, obligations,

liabilities, assets or any other thing in respect of the village resulting from the

dissolution of the village.

Notice of Intent to Designate a Provincial Historic Resource

(Historical Resources Act)

Notice is hereby given that sixty days from the date of service of this Notice and its

publication in Alberta Gazette, the Minister of Culture and Community Spirit intends

to make an Order that the site known as the:

Crowsnest Pass Polish Hall, together with the land legally described as:

Plan 3387AE, Block 1, Lot 14 , excepting thereout all mines and minerals

and

Plan 106FE, Block 1, Lot B, excepting thereout all mines and minerals, and the right

to work the same

and municipally located at 1406 - 82 Street in Crowsnest Pass - Coleman, Alberta be

designated as a Provincial Historic Resource under

section 20 of the Historical

Resources Act, RSA 2000 cH-9.

The reasons for the designation are as follows: The heritage value of the Crowsnest

Pass Polish Hall lies in its association with the establishment of cultural associations

and systems of social support within the province's ethnic communities.

In the late nineteenth century, the Canadian Pacific Railway built a branch line

through the Crowsnest Pass to tap into the region's rich coal deposits. The new

collieries established following completion of the line attracted European immigrants

to the Pass to seek their fortunes. Among the new arrivals were a substantial

contingent of Poles, who settled in ethnic enclaves in Blairmore, Bellevue, Rosedale,

and Coleman, the heart of the Polish population in the Crowsnest Pass. The Polish

communities in the region were characterized by a robust sense of cultural identity

and a strong ethic of communal solidarity. This sensibility was reflected in the

founding of the Polish Society of Brotherly Aid in 1916. The society was founded

primarily to protect miners and their families against financial ruin in the event of a

tragedy. Each member of the society paid an entrance fee and dues; in return, the

society promised to provide benefits to the miner's family if he were injured or killed

on the job. Although initially established to offer economic security to mining

families, the organization evolved to offer an array of social and cultural services.

During World War One, it provided identity cards to members to protect them from

being discriminated against as enemy aliens. In the post-war period, it supported a

range of cultural activities, including a Polish language school, a large library, a

drama group, a choir, an orchestra, and a hockey team. The Polish Society of

Brotherly Aid was at the heart of the community's social and cultural life in the Pass.

In its early years, the Polish Society of Brotherly Aid operated out of a house in

Coleman. During the 1920s, this humble headquarters became inadequate as a new

wave of Polish immigration to the Pass swelled the society's membership. By 1927,

more than 240 people belonged to the organization; nearly half of the membership

lived in Coleman. To address the growth in membership and the expansion of

cultural activities, the society in 1927 built the Crowsnest Pass Polish Hall. Much of

the construction work on the hall was performed by community volunteers. Built

according to a simple rectangular plan, the hall included a spacious interior with a

stage to accommodate cultural activities. The hall was imparted with a recognizable

cultural identity through its sculptural representations of coal on either side of the

parapet and through the folk art murals in the building's interior.

It is therefore considered that the preservation and protection of the resource is in the

public interest.

Alberta Government Telephones Exchange Building, together with the land legally

described as:

and municipally located at 5041A - 50 Street in Mannville, Alberta be designated as a

Provincial Historic Resource under

section 20 of the Historical Resources Act, RSA

2000 cH-9.

The reasons for the designation are as follows The heritage value of Mannville's

Alberta Government Telephones Exchange Building lies in its association with the

expansion of telephone service into rural Alberta and the role played by mutual

telephone companies. It is also a significant example of telephone exchange buildings

built to an evolving standardized plan.

Telephones were introduced in Alberta in 1885 and began to spread across the

province after the Bell Telephone Company established itself in Calgary in 1887. Bell

refused to extend services to rural areas believing them to be unprofitable.

Consequently, the provincial government began to build rural telephone lines in 1907

and, in the following year, took over Bell's provincial infrastructure to establish a

department that would become Alberta Government Telephones (AGT). Later in

1908, a telephone line was extended to Mannville and a switchboard was set-up in a

local drug store. In 1917, a stand-alone telephone exchange was built to meet the

growing demand for telephone service. It was operated by the government until 1934

when it was turned it over to local mutual telephone companies (MTCs). These co-

operative organizations, under which local residents built local telephone networks

connected to the main government network, were created in 1915 to both reduce

government expenses and to hasten the process of extending service into rural areas.

During the 1930s, AGT had difficulty maintaining its infrastructure due to falling

revenues exacerbated by unpaid bills. The agency began divesting itself of its rural

networks by handing them over to the MTCs. By the end of 1936, 600 MTCs had

been formed, which increased to over 1,000 by the early 1960s. In 1934 and 1935,

five Mannville-based MTCs were formed; two others followed in the early 1960s. By

the late 1960s it was realized that the MTCs could not afford to implement new

automatic dialling technology and they were ultimately amalgamated back into the

AGT network. The first to do so were in the Mannville area. As part of that process,

this exchange building was replaced with a more modern facility, which was built on

the same lot (now subdivided), immediately to the rear of the old exchange.

Built in 1917, the Alberta Government Telephones Exchange Building in Mannville

is an excellent example of a standardized plan used by the Crown corporation.

Standardized plans were popular as they allowed for consistency in construction and

cost-savings as materials could be made-to-order in bulk. Telephone exchanges of this

same relatively simple plan - one-storey, brick-clad buildings with two bays - were

constructed in numerous communities of similar size across Alberta, including

Bashaw, Carstairs, Cochrane and Innisfail. The front bay was a public area and

housed a pay telephone, service counter and the telephone switchboard. Customers

gained access through the asymmetrically placed front door. The rear bay was used as

living quarters for the telephone agent. These buildings originally had a flat roof with

a parapet, giving them a distinctly industrial look. This design was likely adopted by

AGT to foster a business-like image befitting an important public utility. In the 1920s,

AGT changed its architectural preferences and adopted a more domestic image,

possibly as a way of integrating their services and agents into the everyday life of the

communities they served. AGT also sponsored beautification contests and frequently

funded employee-initiated landscaping and gardening activities around telephone

buildings. In 1927, as part of this image change process, the Mannville exchange's

flat roof was replaced by a hipped roof with exposed eaves and a wooden canopy was

installed over the main door. Similar changes had already been made to the other

exchanges of the same standard plan.

It is therefore considered that the preservation and protection of the resource is in the

public interest.
