Monday, May 10th, 2004 119 The House met at 1:30 o’clock in the afternoon pursuant to the adjournment motion adopted by the House on May 3rd, 2004. The Member for Cartwright -L’Anse Au Clair (Ms. Jones) made a Statement respecting her attendance as the representative of Newfoundland and Labrador at the Nunavut Trade Show last week. The Member for Humber Valley (Ms. Goudie) made a Statement to congratulate a team of students from Elwood Regional High School who recently won the Envirothon Competition in St. John’s. The Member for Port de Grave (Mr. Butler) made a Statement to congratulate Ms.

Nellie Strowbridge originally from Port de Grave who had published her third children’ s book entitled ADancing on Ochre Sands. The Member for Carbonear -Harbour Grace (Mr. Sweeney) made a Statement to congratulate the CeeBees Girls ’ Hockey Team of Harbour Grace which won the Newfoundland and Labrador Provincial B Female Playdowns. The Honourable the Minister of Natural Resources (Mr. Edward Byrne) made a Statement with respect to his attendance at the Offshore Technology Conference held in Houston last week. The Honourable the Minister of Health and Community Services (Ms.

Marshall) made a Statement to recognize National Nursing Week. The Honourable the Speaker (Mr. Hodder) tabled the Annual R eport of the Child and Youth Advocate for the fiscal year ended March 31st, 2003. The Opposition House Leader (Mr. Parsons) gave notice on behalf of the Member for Bay of Islands (Mr. Joyce) that he would on tomorrow move the following Resolution:

WHEREAS the fiscal state of the province has been misrepresented by the provincial conservative government; AND

WHEREAS this misrepresentation is political manoeuvring on the part of government to create a public mood that would enable them to implement their right wing conservative agenda; AND

WHEREAS arts and culture activities contribute to both the economic and social life of this province;

WHEREAS the reputation of the arts and the culture of this province will be severely damaged; AND

WHEREAS we are in danger of losing valuable and world renowned curators and staff; AND

WHEREAS art currently owned by this province is not properly stored and in danger of being damaged; AND

WHEREAS there is a fine arts program at Sir Wilfred Grenfell College attracting students from all over North America; AND

WHEREAS local artists used the Provincial Art Procurement Program as a major advantage in promoting local art and helping local artists; THEREFORE

BE IT RESOLVED that this House of Assembly supports the opening of The Rooms and the Corner Brook Exhibition Centre without delay, as well as a restoration of funds to the provincial government ’s Art Procurement Program. The Opposition House Leader (Mr. Parsons) announced that the motion standing in the name of the Member for Fortune Bay-Cape La Hune (Mr. Langdon) would be debated on Private Members’ Day on Wednesday. The Honourable the Government House Leader (Mr.

The Speaker put the questions on the above- noted motions and declared the motions carried. The Member for Cartwright -L’Anse au Clair (Ms. Jones) presented a Petition on behalf of certain residents of her District requesting the Minister of Transportation & Works to release immediately the report on the Labrador Coastal Marine Service and to make a decision on the Coastal Marine Service. The Member for Burgeo & LaPoile (Mr.

Parsons) presented a Petition on behalf of certain residents of his District urging the Government to direct the Western Health Care Board not to reduce surgical, laboratory test anal ysis, obstetrical and gynecological services at the Dr. Charles L. LeGrow Health Centre in Port aux Basques and not to close the rural clinics at Rose Blanche and Doyles. Pursuant to order and on motion debate continued on the amendment to the amendment to the Budget Speech (being a non-confidence motion). During the debate the Honourable the Government House Leader (Mr.

Byrne) moved pursuant to Standing Order 11 that the House not adjourn at 5:30 o’ clock in the afternoon and not adjourn at 10 o’clock in the evening. The Speaker put the question on the motions that the House not adjourn at 5:30 o’clock in the afternoon and at 10 o’clock in the evening. The Speaker declared the motions carried. Debate continued on the amendment to the amendment to the Budget Speech (being a non-confidence motion). It was agreed to recess the House at 5:30 o’clock for the dinner break. The Speaker resumed the Chair at 7:00 o’clock in the evening.

The Speaker declared the amendment defeated. Pursuant to order and on motion debate continued on the amendment to the Budget Speech (being a non-confidence motion). The Speaker put the question on the motion That This House approves in general the budgetary policy of the Government (Budget Speech). The House divided.
