OIC Text: The Governor in Council on the report and recommendation of the President of the Executive Council dated March 5, 2014, and pursuant to Sections 3, 4, and 4D of

Chapter 376 of the Revised Statutes of Nova Scotia, 1989, the Public Service Act , and all other authority in him vested, is pleased to, effective April 1, 2014: (

a) create the Department of Internal Services; (

b) direct that all affairs and matters pertaining to the Chief Information Office which have heretofore been assigned by or under any Act of the Legislature to the Chief Information Office or the Minister of Information Management be assigned to the Department of Internal Services or the Minister of Internal Services, as the case may be; (

c) revoke Order in Council 2013-365 dated October 22, 2013, which assigned responsibility for the Chief Information Office to the Honourable Labi Kousoulis; (

d) revoke the appointment of Margaret MacDonald as Chief Executive Officer of the Chief Information Office; (

e) abolish the Chief Information Office; (

f) direct that all affairs and matters pertaining to procurement which have heretofore been assigned by or under any Act of the Legislature to the Department of Economic and Rural Development and Tourism or the Minister of Economic and Rural Development and Tourism are assigned to the Department of Internal Services or the Minister of Internal Services as the case may be; (

g) direct that all affairs and matters pertaining to Real Property Services with the exception of the Land Acquisitions and Disposals Section, Public Safety and Field Communications, Building Services, Environmental Services, Risk Management and Claims, and Nova Scotia Lands Inc., which have heretofore been assigned by or under any Act of the Legislature to the Department of Transportation and Infrastructure Renewal or the Minister of Transportation and Infrastructure Renewal are assigned to the Department of Internal Services or the Minister of Internal Services as the case may be; (

h) direct that all affairs and matters pertaining to the Nova Scotia Information Access and Privacy Office, other than those pertaining to information access and privacy administration for the Department of Justice, which have heretofore been assigned by or under any Act of the Legislature to the Department of Justice or the Minister of Justice are assigned to the Department of Internal Services or the Minister of Internal Services as the case may be; (

i) direct that all affairs and matters pertaining to Operational Accounting, Internal Audit, Payroll Client Relations and Payment Transactions Services, which have heretofore been assigned by or under any Act of the Legislature to the Department of Finance and Treasury Board or the Minister of Finance and Treasury Board are assigned to the Department of Internal Services or the Minister of Internal Services as the case may be. (

j) direct that all affairs and matters pertaining to the Queens Printer which have heretofore been assigned by or under any Act of the Legislature to Communications Nova Scotia or the Minister responsible for Communications Nova Scotia are assigned to the Department of Internal Services or the Minister of Internal Services as the case may be; and (

k) direct that a reference in any Act of the Legislature or in any rule, order, regulation, bylaw, ordinance or proceeding, or in any document whatsoever, to a Department, or to the Minister or Deputy Minister or Associate Deputy Minister of that Department, from which affairs and matters which have been assigned by this Order, whether the reference is by official name or otherwise, shall with respect to any subsequent transaction, mailer or thing be held and construed to be a reference to the Department of Internal Services, or to the Minister or Deputy Minister or Associate Deputy Minister of Internal Services.
