2000 in respect of the annexed land are transferred to and become payable
to the Town of Blackfalds together with any lawful penalties and costs
levied in respect of those taxes, and the Town of Blackfalds upon
collecting those taxes, penalties or costs must pay them to Lacombe County,
and
(
c) the assessor for the Town of Blackfalds must assess, for the
purpose of taxation in 2001, the annexed land and the assessable
improvements to it,
and makes the Order in Appendix C.

APPENDIX C
ORDER
1 In this Order "annexed land" means the land described in Appendix A
and shown on the sketch in Appendix B.
2 For taxation purposes in 2001 and later years up to and including
2010, the annexed land and the assessable improvements to it must
(
a) be assessed by the Town of Blackfalds on the same basis as if
they had remained in Lacombe County, and
(
b) be taxed by the Town of Blackfalds in respect of each
assessment class that applies to the annexed land and the assessable
improvement to it using the tax rate established by Lacombe County.
Section 2 ceases to apply to a portion of the annexed land and the
assessable improvements to it in the taxation year immediately following
the taxation year in which
(
a) the portion becomes a new parcel of land created as a result of
subdivision or separation of title by registered plan of subdivision or by
instrument or any other method that occurs at the request of, or on behalf
of, the landowner,
(
b) the portion becomes a residual portion after a new parcel
referred to in clause (
a) has been created and the residual portion is 16
hectares or less,
(
c) the portion is, at the request of or on behalf of the
landowner, redesignated by an amendment to the Town of Blackfalds Land Use
Bylaw, or
(
d) the portion is connected to the water or sanitary sewer
services provided by the Town of Blackfalds.
4 After
section 2 ceases to apply to a portion of the annexed land in a
taxation year, the portion of the annexed land and the assessable
improvements to it must be assessed and taxed for the purposes of property
taxes in that year on the same basis as the assessment and taxation of
property of the same assessment class in the Town of Blackfalds.

The Alberta Pacific Grain Elevator at Meeting Creek was constructed in 1917
and is an excellent and rare example of an all wood Prairie Vernacular
industrial building designed to grade, weigh, store and ship grain. Three
buildings that make up the complex include the grain elevator with an
attached drive shed, the office, which also serves as a powerhouse, and a
small outbuilding.
The elevator complex is historically significant in that it has represented
the economic heart of this rural community and its hinterland from
practically its inception. It also represents a method of grain handling
that pre-dates the large co-operative endevours of the 1920's onward. Very
few grain elevators of this vintage have survived in the province. The
presence of grain handling artifacts inside adds to the site's historic
worth.
It is therefore considered that the preservation and protection of the
resource is in the public interest.

The reasons for the designation are as follows:
Constructed in 1903, the A.Y. Young Drug Store is a two storey commercial
brick building. Stylistically, it is representative of the more
sophisticated buildings erected during the early part of the twentieth
century containing elements of classical revival architecture such as the
cornice above the second floor windows, the entabulature with consoles at
either end, and brackets above the store front. The circular window above
the entrance to the second floor, and the circular openings in the parapet
complement the classical revival styling. It is a very good example of
this style of commercial building.
The historical significance of the A.Y. Young Drug Store lies in its place
in the commercial centre of Fort Macleod shortly after the turn of the
century. It was one of the first commercial brick structures in town, and
appears, with its lending library, to have been an important social centre.
With other early comercial buildings along Fort Macleod's Main Street
complementing it, it provides structural evidence of a typical foothills
town serving a large cattle-raising hinterland. It is one of the oldest
structures in Alberta to have served as a Drug Store.
It is therefore considered that the preservation and protection of the
resource is in the public interest.

The historical significance of the Monkman Homestead lies in its
association with Alex Monkman, a leading member of the community around
Lake Saskatoon and Grande Prairie. He is best known for having spearheaded
a volunteer endeavour in the mid-late 1930's to construct a road south-west
from Beaverlodge into the Rocky Mountains which may have developed an
outlet for the Peace River Country to the Pacific Ocean. The effort was
not supported by the British Columbia and Federal Governments and came to
naught. The pass into which the party had extended its operations became
known as the Monkman Pass and Monkman's House at Cutbank Lake served as the
business centre for the Monkman Pass Highway Association. The site
represents the homestead experience in the Peace River country, the last
major region of North America to be opened for homesteading. Monkman had
settled there even before the initial homestead wave had begun, and was one
of the first participants. His 1906 house is one of the two oldest
buildings in the south Peace River County. Along with the barn, machine
shop and granary/chicken coup, it stands as a strong representation of the
pioneer spirit of the district and of the time.
It is therefore considered that the preservation and protection of the
resource is in the public interest.

Constructed in 1914, this two and one half-storey log house is closely
associated with Halvar Ronning, the founder of the Norwegian Lutheran
Community in the Valhalla Region and his son Chester who served as a
missionary to China (1922-27), Principal of the Camrose Lutheran College
(1927-42), UFA Member of the Legislative Assembly of Alberta (1932-35),
Leader of the Provincial CCF Party (1940-42), Leader of the intelligence
unit of the RCAF (1942-45), diplomat in China (1945-51), and Ottawa
(1954-54), Ambassador to Norway (1954-57), and Canadian High Commissioner
to India (1957-64). Chester Ronning also participated in the international
commissions on Korea (1954) and Laos (1961-62) and undertook special
missions to Hanoi (1965-66) in attempts to mediate the Viet Nam war.
The historical significance of the Ronning Homestead lies not only in its
association with Halvar and Chester Ronning, but also in its central role
in the development of the Valhalla-Hythe district. Community meetings were
frequently held there and numerous immigrants lived there as their homes
were being constructed.
It is therefore considered that the preservation and protection of the
resource is in the public interest.

The reasons for the designation are as follows:
Constructed in 1926, the Oblats Maison Provinciale is a very good example
of the Renaissance Revival Style that is uncommon in Alberta. The
symmetrically arranged windows, pediment on the front porch, keystones
above each window, round-headed windows on the main floor, wide cornice at
the roof line, and the cupola on the roof all point to this style. While
something of a departure from the style of the surrounding buildings which
have a distinctly French-Canadian flavour, it is entirely in keeping with
the Roman Catholic patronage of the structure.
The historical significance of the Oblats Maison Provinciale lies in its
service to both the Parish of St. Joachim's and the Ecclesiastical Province
of Alberta-Saskatchewan. As such, administrative decisions affecting the
whole province were made from its offices. It is also significant in its
association with the Mission Block of west central Edmonton and the
district of Oliver that developed a distinctive Francophone character over
the years largely owing to its proximity to St. Joachim's.
It is therefore considered that the preservation and protection of the
resource is in the public interest.
