Explanatory Note l. The Hospitalization and Treatment Services Act presently authorizes the Minister o~ H~alt? to provide for all or part of the costs of necessary hospItalIzation aand treatment services for persons receiving certain allowances or pensions from the Province and for persons suffering from rheumatoid arthritis or cerebral palsy. Provision for hospitalization is now covered in other Acts, mainly The Hospitalization Benefits Act. This Bill will remove the references to hospitalization from this Act and limit its application to the provision of treatment services. "2.

In this Act, (g) "treatment services" means the aDPlication of all necessary diagnostic and curative procedures as provided for in the regula tions made under this Act." 2. The

long title presently reads: "An Act to Provide for Hospitalization and Treatment Services" 3. The

definitions of "approved hospital", "local authority", "municipality" and "standard ward care" are removed from the Act as they will be no longer needed.

Section 3 presently reads in part: "3. The Minister may provide for part or all of the costs of necessary hospitalization and treatment services for a person and his dependants residing in the Province if such person (

a) is in receipt of (vi) an allowance under The Disabled Persons Act, or (vii) a pension under The Disabled Persons Pensions Act," A reference to the new Social Allowance under The Public Wel fare Act is added.

Section 4 presently reads: "4. The Minister may provide for part or all of the costs of hospitaliza tion and tre8Jtment services for a person under twenty-five years of age who (a,) is a resident of the Province, (

b) is suffering from the effects of rheumatoid arthritis, and (

c) is not, for the purposes of health and welfare services, the re sponsibility of the Government of Canada."

Section 6 authorizing the Minister to enter into agreements with approved hospitals for the care of persons under the Act is repealed.

Section 8 presently reads: "8. The Minister, with the approyal of the Lieutenant Governor in Council, may enter into an agreement with the government of any other proYince of Canada, (

a) that provides hospitalization and treatment services of the nature authorized by this Act, and (

b) that has agreed to and does provide hospitalization and treat ment services to persons who are residents of the Province of Alberta and who have moved to that other Province, providing for hospitalization and treatment services to persons who are residents of that Dther province and who move to the Province of Alberta." 8. Repeal of

section 9 which authorizes grants under this Act to approved schools of nursing.

Section 10, clause (

a) presently reads: "10. With the approval of the Lieutenant Governor in Council, the l\1inister (

a) may pay a subsidy to an insurance organization or company providing for residents of Alberta a policy or scheme of insurance covering all or part of tbe costs of hospital services not provided under standard ward care,". 10. Repeal of

section 11 which authorizes grants under this Act to municipal hospitals for part of the cost of hospital services pro vided to ratepayers and contract holders.

An Act to amend The Hospitalization and Treatment Services Act (Assented to , 1961) HER MAJESTY, by and with the advice and consent of the Legislative Assembly of the Province of Alberta, enacts as follows: 1. The Hospitalization and Treatment Services Act, being

chapter 146 of the Revised Statutes, is hereby amended. 2. The

long title of the Act and

section 1 are amended by striking out the words "Hospitalization and".

Section 2 is amended by striking out clauses (a), (b), (

d) and (I). 4. Se'ction 3 is amended (

a) by striking out the words "hospitalization and", (

b) as to clause (a) (

i) by striking out the word "or" at the end of subclause (vi) and by adding the word "or" at the end of subclause (vii), (ii) by adding the following new subclause im mediately after subclause (vii) : (viii) an allow~nce under

PART III of The Public Welfare Act,

Section 4 is amended by striking out the words "hospi taliza tion and".

Section 6 is repealed.

Section 8 is amended by striking out the words "hospitalization and" wherever they occur therein.

Section 9 is repealed.

Section 10 is amended by striking out clause (a).

Section 11 is repealed. 11. This Act comes into force on the day upon which it is assented to.
