The whole of the above described municipality containing by admeasurement 3,490.00 hectares of land, more or less, and 379.00 hectares of foreshore and land covered by water, more or less. AND THAT the Letters Patent of the City of Quesnel, hereinafter referred to as "the municipality" be deemed to be amended so as to conform to the premises as and from the date of these Supplementary Letters Patent subject to the provisions hereinafter contained or referred to: REGIONAL DISTRICT BYLAWS 1.0 Subject to these Supplementary Letters Patent and pursuant to

section 24(2) of the Municipal Act, each bylaw, regulation, contract, restriction, right, resolution, order, licence and permit of whatsoever kind and description passed, made, enacted, entered into and granted, and in 14

effect, or in force in, or issued to, or by the Cariboo Regional District, hereinafter referred to as "the regional district", having application in the area newly included within the municipality by these Supplementary Letters Patent, insofar as they are within the powers of the municipality, shall remain in full force and effect in and for the municipality and each may be amended or repealed by the council of the municipality in the same manner as if they were passed, made, enacted, entered into, or granted by the municipality .

REGIONAL DISTRICT ASSETS AND LIABILITIES 2.0 Subject to these Supplementary Letters Patent, all property, both real and personal, and all rights, powers and privileges arising out of any contract, agreement, collective agreement, covenant, or otherwise whatsoever, and all taxes, debts, actions, causes of action, and all claims and demands whatsoever, either at law or in equity, appertaining to the regional district, in respect to the area newly enclosed within the municipality by these Supplementary Letters Patent, vest in and belong to the municipality on and from the effective date of these Supplementary Letters Patent .

MUNICIPAL PARTICIPATION IN REGIONAL DISTRICT SERVICES 3.0 The area of extension as described in "Firstly" above and newly enclosed within the municipality by these Supplementary Letters Patent is deemed to be added to the municipal participating area in respect of the sewer local service area of the Cariboo Regional District, l5

known as the "Red Bluff/Dragon Lake Sewer Local Service Establishment Bylaw No. 2325, 1989", and subsequent amendments, and is excluded from the electoral participating area. 3.1 The municipality shall levy, collect and remit to the Cariboo Regional District such taxes and charges as are necessary to meet its share of the operating and debt servicing costs of the service described in

section 3.0 above. FIRE PROTECTION 4.0 The area of extension as described in "Firstly" above and newly enclosed within the municipality by these Supplementary Letters Patent, is hereby excluded from the Cariboo Regional District fire protection local service area known as "Red Bluff Fire Protection Local Service Establishment Bylaw No. 2979, 1995". 4.1 The municipality shall pay annually to the regional district its pro-rated share, based on net taxable assessments, of any debt servicing costs for the area newly enclosed within the municipality by these Supplementary Letters Patent for the local service area described in

section 4.0 above. IMPROVEMENT DISTRICT 5.0 The Dragon Lake Improvement District is dissolved as and from the effective date of these 16

Supplementary Letters Patent, and all property, both real and personal, and all rights, powers and privileges arising out of any contract, agreement, collective agreement, covenant, or otherwise whatsoever, and all tasks, debts, actions, causes of actions, and all claims and demands whatsoever either at law or in equity pertaining to the Dragon Lake Improvement District, shall transfer to, vest in, and belong to the municipality from that date. 5.1 Nothing in these Letters Patent shall impair or affect the rights of any creditor of the Dragon Lake Improvement District, and the municipality shall be liable for and subject to and shall pay, discharge, carry out and perform all debts, liabilities, obligations, contracts and duties of the Dragon Lake Improvement District which exist on and from the effective date of these Supplementary Letters Patent. 5.2 Subject to these Letters Patent, each bylaw, right, power, privilege, contract, resolution, order, regulation, restriction, license and permit of whatsoever kind and description passed, made, enacted, entered into and granted, and in effect, or in force in, or issued to, or by the Dragon Lake Improvement District, insofar as they are within the powers of the municipality, shall remain in full force and effect, in and for the municipality, on and from the effective date of these Supplementary Letters Patent and each may be enforced, amended or repealed by the Council of the municipality in the same manner as if they were passed, made, enacted, entered into, or granted by the municipality. 5.3 With respect to any reserve funds of the Dragon Lake Improvement District established by 17

bylaw pursuant to

section 751 of the Municipal Act, the municipality shall, no later than June 30, 2000, adopt a bylaw pursuant to

section 496 of the Municipal Act to establish a capital reserve fund into which the reserve funds of the Dragon Lake Improvement District can be transferred. DRAGON LAKE ADVISORY COMMITTEE 6.0 An advisory committee of Council to be known as the Dragon Lake Advisory Committee of Council is hereby established and shall remain in place until December 31, 2001 at the earliest. Membership of the committee shall be:

a) the Trustees of the Dragon Lake Improvement District at the time of dissolution and

b) up to three (3) other persons appointed by Council. 6.1 The general purpose of the Dragon Lake Advisory Committee shall be to review and advise Council on any and all matters relating to the lake level and quality of water from Dragon Lake. TRANSFER OF REGIONAL DISTRICT SERVICES 7.0 The jurisdiction for all services of the regional district which have application to the area newly enclosed within the municipality Ly these Supplementary Letters Patent and which are within the jurisdiction of the municipality, are hereby transferred to the municipality as set out in Supplementary Letters Patent of the regional district issued concurrently with these 18

Supplementary Letters Patent. ROADS, DRAINAGE AND APPROVING OFFICER 8.0 Pursuant to Division 2 - Highways, of

Part 16 - Public Works, of the Municipal Act, and pursuant to

Part 3 of the Highway's Act, all public roads within the area newly enclosed within the municipality, except for those classified as arterial highways are the responsibility of the municipality. 8.1 Notwithstanding the generality of

section 7.0 above, the responsibility for roads and bridges shall include all maintenance (including electrical and railway crossings), capital improvements, road drainage, signs, traffic regulation and all permits previously administered by the Ministry of Transportation and Highways, (including access and utility permits). 8.2 Where, in conjunction with the approval of a plan of subdivision by an approving officer, pursuant to the Land Title Act, works were established or land was set aside for the purpose of drainage, the responsibility for maintenance of those works or ownership of those lands is transferred to the municipality.

EFFECTIVE DATE 9.0 These Supplementary Letters Patent are effective on the date approved and ordered by the 19
