La Présidente (Mme Robert): Je déclare la séance de la commission de l'aménagement du territoire ouverte. Je rappelle le mandat de la commission. Pour cette séance, c'est de poursuivre l'étude détaillée du projet de loi n° 110, Loi modifiant diverses dispositions législatives concernant le domaine municipal.

Est-ce qu'il y a des remplacements, M. le secrétaire?

Le Secrétaire: Oui, Mme la Présidente. M. Vallières (Richmond) est remplacé par M. Lamoureux (Anjou). Merci, Mme la Présidente.

La Présidente (Mme Robert): Merci. Lors de la dernière séance, nous avions terminé l'étude de l'article 8. Il avait été aussi adopté. Nous en sommes à l'article 9. J'appelle l'article 9. Mme la ministre.

Mme Harel: Merci, Mme la Présidente. Alors, nous pouvons débuter l'étude de l'article 9. Cependant, je crois que la commission ou le Secrétariat à la commission, ou plutôt l'opposition et les ministériels ont été sollicités pour entendre une représentation de l'Union des municipalités du Québec. Je crois comprendre que cette représentation serait faite par un de nos anciens collègues, ici présent, qui porte un nom prédestiné, n'est-ce pas, Maurice Richard. Si cela agréait aux membres de la commission, on pourrait peut-être l
