OIC Text: The Governor in Council on the report and recommendation of the Minister of Finance and Treasury Board dated September 16, 2025, and pursuant to

Section 27 of

Chapter 2 of the Acts of 2010, the Finance Act , is pleased to order that the following supplemental sums, compiled in Column II of

Schedule “A” attached to and forming part of the Report and Recommendation and this Order, are hereby appropriated for the appropriated entities identified thereto for the fiscal year ending the 31st day of March, 2026, effective September 18, 2025: (

a) for the Department of Advanced Education, $4,592,000, primarily due to additional funding to universities for bilateral agreements; (

b) for the Department of Communities, Culture, Tourism and Heritage, $39,750,000, primarily due to investments in the Nova Scotia Film and Television Production Incentive Fund; (

c) for the Department of Cyber Security and Digital Solutions, $6,439,000, primarily due to IT support on behalf of Nova Scotia Health Authority (NSH); (

d) for the Department of Education and Early Childhood Development, $5,188,000, primarily for the expansion of the School Lunch Program; (

e) for the Department of Growth and Development, $3,050,000, primarily due to the Nova Scotia Jobs Fund revised valuations and loss claim updates; (

f) for the Department of Health and Wellness, $410,869,000, primarily due to NSH and IWK operational costs, physician services, contract costs and utilization; (

g) for the Department of Justice, $12,227,000, primarily due to Correctional and Court Services operating costs and RCMP services; (

h) for Legislative Services, $3,999,000, primarily due to amendments to the House of Assembly Act , which increased salaries for Members of the Legislative Assembly, Ministers, Ministerial Assistants, Speaker, Deputy Speakers, Leader of Recognized Party, Leader of Official Opposition, and amendments to the House of Assembly Management Commission Regulations , which increased the budget for constituency offices and living allowances; (

i) for the Office of Addictions and Mental Health, $14,931,000, primarily due to NSH operating pressures related to overtime and backfilling, for NSH hired personnel who remain with patients for their safety, and for expenditures related to the Mass Casualty Commission; (

j) for the Department of Seniors and Long-Term Care, $59,240,000, primarily due to increased participation in the Home Support Direct Funding program; (

k) for Debt Servicing Costs, $12,880,000, primarily due to higher realized interest rates associated with debt servicing costs; and (

l) for Capital Purchase Requirements, $490,024,000, primarily due to an accounting adjustment related to long-term care facilities. View OIC PDF*
