244 Monday, April 1st, 2019 The House met at 1:30 o’clock in the afternoon pursuant to adjournment. The Member for Exploits (Mr. Dean) made a Statement to recognize Rodger Rowsell who was presented with the Canadian Coast Guard Exemplary Service Medal. The Member for Topsail – Paradise (Mr. Dinn) made a Statement to congratulate the Town of Paradise on this year’s succe ssful Winter Carnival – Snow and Ice in Paradise. The Member for Placentia West – Bell evue (Mr. Browne) made a Statement to recognize Betty Eddy, also known as Betty t he Baker, for her lifetime of work, skill and talent. The Member for Terra Nova (Mr. Hollowa

y) made a Statement to recognize Mr. Byron Collins who has been inducted into the Atlantic Marine Industries Hall of Fame. The Member for Baie Verte – Green Ba y (Mr. Warr) made a Statement to pay tribute to the late Honourable Joe Enook, Speaker of the Legislative Assembly of Nunavut. The Honourable the Minist er of Health and Communi ty Services (Mr. Haggie) made a Statement to congratul ate Special Olympian Peter Hynes who won gold in the mini javelin event at the World Summer Games in Abu Dhabi. The Honourable the Minister of Financ e and President of Treasury Board (Mr.

Osborne) made a Statement to highlight the MyGovNL pilot project which he launched with the Minister of Service NL last week in Gander. The Honourable the Minister of Financ e and President of Treasury Board (Mr. Osborne) tabled, pursuant to paragraph 26(5)(

a) of the Financial Administration Act, the Order in Council 2019-071 which authorized the Office of the Chief Information Officer to pre-commit $1,100, 000 in 2019-20 and 2020-21 and $2,200,000 in 2021-22 and 2022-23, against its budgetary appropriations, to facilitate a fou r-year contract with Oracle Corporation for the support and maintenance of Oracle software products. The Honourable the Minister of Adv anced Education, Sk ills and Labour (Mr. Davis) tabled the following: (

a) the 2017-2018 Annual R eport of Memorial University Pension Plan; (

b) the 2017-2018 Annual R eport of Memorial University of Newfoundland.

245 Monday, April 1st, 2019 The Member for Bonavista (Mr. King) gave notice that he would on tomorrow ask leave to introduce the following Resolution: “WHEREAS the Premier’s Task Force on Improv ing Educational Outcomes and the Educational Action Plan both recommended developing a phased-in implementation plan for Junior Kindergarten; AND

WHEREAS Ontario, the Northwest Terri tories and Nova Scotia have implemented or are in the process of implementing province-wide junior kindergarten; AND

WHEREAS play-based learning promotes children’s natural sense of curiosity and discovery through hands-on exploration of the world around them; THEREFORE

BE IT RESOLVED that this Honourable House supports the government of Newfoundland and Labrador in taking necessary step towards establishing a Junior Kindergarten program.” The Member for St. John’s Centre (Ms. Rogers) presented a Petition from certain residents of the Province calling upon the H ouse of Assembly to urge Government to legislate a gradual increase in the minimum wage to $15.00 by 2021, with an annual adjustment thereafter to reflect provincial inflation. The Honourable the Minister of Adv anced Education, Sk ills and Labour (Mr. Davis) replied to the Petition. The Member for St.

John’s East – Quidi Vidi (Ms. Michael) presented a Petition from certain residents of the Province ca lling upon the House of Assembly to urge Government to legislate a gradual increase in the minimum wage to $15.00 by 2021, with an annual adjustment thereafter to reflect provincial inflation. The Honourable the Minister of Adv anced Education, Sk ills and Labour (Mr. Davis) replied to the Petition. The Member for Mount Pearl – Southla nds (Mr.

Lane) presented a Petition from certain residents of the Prov ince calling upon the Hous e of Assembly to urge Government to instate legislat ion which would incl ude provisions to ensure the safety, hygiene and all other required care for pati ents with cognitive debilitating conditions in long-term care homes. Pursuant to notice and on motion debat e commenced and concluded on the following Resolution standing in the name of t he Honourable the Government House Leader (Mr. Parsons):

Warr) put the ques tion and declared the Resolution carried.

247 Monday, April 1st, 2019 Pursuant to notice and on motion debat e commenced and concluded on the following Resolution standing in the name of t he Honourable the Government House Leader (Mr. Parsons): “THAT Standing Order 63(2) be amended by deleting the words “new session” and inserting instead the words “General Assembly”; AND THAT this amendment have effect from the beginn ing of the 49 th General Assembly.” The Speaker (Mr. Warr) put the ques tion and declared the Resolution carried.

Pursuant to order and on motion debate commenced and concluded on Second Reading of a Bill entitled “A n Act To Amend The Interpreta tion Act” (Bill No. 59) and on motion it was ordered that Bill No. 59 be now read the second time. Pursuant to order and on motion the Bill entitled “An Act To Amend The

Interpretation Act” (Bill No. 59) was read t he second time and on motion it was ordered that Bill No. 59 be referred to a Committee of the Whole now. On motion of the Honourable the Gove rnment House Leader (Mr. Parsons) the House resolved itself into a Committee of t he Whole House to consider a Bill entitled “An Act To Amend The

Interpretation Act” (Bill No. 59). The Speaker left the Chair. Ms. Parsons took the Chair of Committee of the Whole House. On motion the Committee rose. The Speaker resumed the Chair. The Chairperson of the Committee (Ms. Parsons) reported that the Committee of Whole House had consi dered the matters to them re ferred and had directed her to report that they had passed a Bill entitled “An Act To Amend The

Interpretation Act” (Bill No. 59) without amendment. On motion the report of the Co mmittee was received and adopted. On motion it was ordered that Bill No. 59 be now read the third time by leave. By leave, pursuant to order and on moti on the Bill entitled “An Act To Amend The

Interpretation Act” (Bill No. 59) was read the third time and passed.

248 Monday, April 1st, 2019 On motion it was ordered that the said Bi ll be printed being entitled as above and that it be submitted to Her Honour the Lieutenant Governor for her assent. It was moved and seconded that when t he House rose it would adjourn until tomorrow, Tuesday, April 2 nd, 2019 at 1:30 o’clock in the afternoon. On motion the House then adjourned accordingly.
