220 Wednesday, September 30th, 2020 The House met at 2:00 o’clock in the afternoon pursuant to adjournment. The Honourable the Minister of Finance (Ms. Coady) moved “That this House Approves in General the Budgetary Policy of the Government”. The Honourable the Minister of Finance then delivered the Budget Speech. It was moved by the Honourable the Minister of Finance (Ms. Coady), seconded by the Honourable the Minister of Education (Mr. Os borne), that debate on the Budget Speech be adjourned for further debate on tomorrow. The Speaker put the question on the motion. The motion was carried.

The Honourable the Minister of Finance (Ms. Coady) informed the House that she had received a Message from Her Honour the Lieutenant Governor. The Message was read to the House by the Speaker as follows: “29 September, 2020 As Lieutenant Governor of the Province of Newfoundland and Labrador, I transmit Estimates of sums required for the Public Service of the Province for the year ending 31 March 2021, in the aggregate of $7,402,809,500, and in accordance with the provisions of sections 54 and 90 of the Constitution Act, 1867, I recommend these Estimates to the House of Assembly. Sgd. Judy M.

Foote, Lieutenant Governor”. It was moved by the Honourable the Minister of Finance (Ms. Coady) that the Message together with the Estimates, be referred to a Committee of the Whole on Supply. The Speaker put the question on the motion. The motion was carried. Pursuant to order and on motion the House resolved itself into a Committee of the Whole on Supply. 221 Wednesday, September 30th, 2020 The Speaker left the Chair. Ms. Parsons took the Chair of Committee of the Whole House. The budgetary documents were distributed. On motion the Committee rose. The Speaker resumed the Chair.

The Chairperson of the Committee of the Whole (Ms. Parsons) reported that the Committee had considered the matters to them referred and had directed her to report that they had made some progress and ask leave to sit again. On motion the report of the Committee was received and adopted and on motion it was ordered that the Committee have leave to sit again on tomorrow. The Honourable the Minister of Finance (Ms.

Coady) gave notice that she would on tomorrow ask leave to introduce the following Bills entitled: A Bill, “An Act To Amend The Revenue Administration Act” (Bill No. 43); A Bill, “An Act To Amend The Revenue Administration Act, No. 2” (Bill No. 44); A Bill, “An Act To Amend The Revenue Administration Act, No. 3” (Bill No. 45). The Honourable the Government House Leader (Mr.

Crocker) gave notice that he would on tomorrow ask leave to introduce the following motion: “THAT, notwithstanding the Parliamentary Calendar issued by the Clerk for 2020 or any Standing Order to the contrary, the Parliamentary Calendar for the Fall 2020 sitting of this House shall be as follows: THAT this House will meet in accordance with the daily

schedule prescribed in the Standing Orders, as follows: - From September 30 to October 8, 2020, inclusive; and - From October 19, 2020 to November 5, 2020, inclusive AND THAT week of October 12, 2020 shall be a constituency week”. 222 Wednesday, September 30th, 2020 By leave, the Honourable the Government House Leader (Mr. Crocker), moved pursuant to Standing Order 65(1)(a), (

b) and (

c) that the composition of the Government Services, Resource and Social Services Committees be as follows: That the Government Services Committee comprise the following Members: • the Member for Burin - Grand Bank; • the Member for Ferryland; • the Member for Harbour Grace - Port de Grave; • the Member for Lake Melville; • the Member for Placentia - St. Mary’s; • the Member for St. Barbe - L’Anse Aux Meadows; • the Member for St. John’s East - Quidi Vidi; and • the Member for Terra Nova.

That the Social Services Committee comprise the following Members: • the Member for Lake Melville; • the Member for Bonavista; • the Member for Burin - Grand Bank; • the Member for Harbour Grace - Port de Grave; • the Member for Harbour Main; • the Member for Placentia - St. Mary’s; • the Member for St. Barbe - L’Anse Aux Meadows; and • the Member for St. John’s Centre.

That the Resource Committee comprise the following Members: • the Member for Burin - Grand Bank; • the Member for Grand Falls – Windsor - Buchans; • the Member for Harbour Grace - Port de Grave; • the Member for Labrador West; • the Member for Lake Melville; • the Member for Placentia - St. Mary’s; • the Member for St. Barbe - L’Anse Aux Meadows; and • the Member for Topsail - Paradise The Speaker put the question and declared the motion carried. The Honourable the Government House Leader (Mr. Crocker) moved, pursuant to Standing Order 72(1) and (3) that (

a) the following Heads of Expenditure be referred to the Government Services Committee: 223 Wednesday, September 30th, 2020 Consolidated Fund Services; Digital Government and Service Newfoundland and Labrador; the Department of Finance; the Public Procurement Agency; the Public Service Commission; and the Department of Transportation and Infrastructure. (

b) the following Heads of Expenditure be referred to the Resource Committee: the Department of Fisheries, Forestry and Agriculture; the Department of Immigration, Skills and Labour; the Department of Industry, Energy and Technology; and the Department of Tourism, Culture, Arts and Recreation. (

c) the following Heads of Expenditure be referred to the Social Services Committee: the Department of Children, Seniors and Social Development; the Department of Education; the Department of Environment, Climate Change and Municipalities; the Department of Health and Community Services; the Department of Justice and Public Safety; and the Newfoundland and Labrador Housing Corporation. The Speaker put the question and declared the motion carried. It was moved and seconded that when the House rose it would adjourn until tomorrow, Thursday, October 1 st at 1:30 o’clock in the afternoon. On motion the House then adjourned accordingly.
