95 Wednesday, November 20th, 2019 The House met at 10:00 o’clock in the morning pursuant to adjournment. Pursuant to order and on m otion the Bill entitled “An Act To Amend The Liquor Corporation Act” (Bill No. 15) was read the third time and passed. On motion it was ordered that the said Bill be printed being entitled as above and that it be submitted to Her Honour the Lieutenant Governor for her assent.

Pursuant to order and on motion debate commenced and concl uded on Second Reading of a Bill entitled “An Act Respecting The Demise Of The Crown” (Bill No. 18) and on motion it was ordered that Bill No. 18 be now read the second time. Pursuant to order and on motion the Bill entitled “An Act Respecting The Demise Of The Crown” (Bill No. 18) was read the second time and on motion it was ordered that Bill No. 18 be referred to a Committee of the Whole now. On motion of the Honourable the Government House Leader (M s.

Coady) the House resolved itself into a Committee of the Whole House to consider a Bill entitled “An Act Respecting The Demise Of The Crown” (Bill No. 18). The Speaker left the Chair. Mr. Bennett took the Chair of Committee of the Whole House. On motion the Committee rose. The Speaker resumed the Chair. The Chairperson of the Committee of the Whole (M r. Bennett) reported that the Committee of the Whole House had considered the matters to them referred and had directed him to report that they had passed a Bill entitled “An Act Respecting The Demise Of The Crown” (Bill No. 18) without amendment.

On motion the report of the Committee was received and adopted. On motion it was ordered that Bill No. 18 be read the third time on tomorrow. Pursuant to notice and on motion the Honourable the Government House Leader (Ms. Coady) moved, seconded by the Honourable the Minister of Transportation and Works (Mr. Crocker), the following Resolution: “BE IT RESOLVED that the Standing Committees of the House of Assembly for the 49 th General Assembly be reconstituted as follows:

Coady): “WHEREAS in acc ordance with subsection 38(1) of the House of Assembly Accountability, Integrity and Administration Act , the Commissioner for Legislative Standards has submitted a report respecting his opinion on a matter referred to him under the authority of subsection 36(1) of that Act; THEREFORE

BE IT RESOLVED that this House of Assembly concur in The Parsons Report of June 25, 2019.” The Speaker put the question and declared the Resolution carried. Pursuant to order and on motion debate commenced and concluded on Second Reading of a Bill entitled “An Act To Amend The Automobile Insurance Act ” (Bill No. 9) and on motion it was ordered that Bill No. 9 be now read the second time. Pursuant to order an d on motion the Bill entitled “An Act To Amend The Automobile Insurance Act” (Bill No. 9) was read the second time and on motion it was ordered that Bill No. 9 be referred to a Committee of the Whole on tomorrow.

98 Wednesday, November 20th, 2019 Pursuant to Standing Order 9(1)(

b) the sitting was suspended at 12:05 p.m. The Speaker resumed the Chair at 2:00 o’clock in the afternoon. The Member for Exploits (Mr. Forsey) made a Statement to acknowledge the quick actions of Mr. Gary Regular when his neighbor suffered a traumatic accident. The Member for Humber – Bay of Islands (Mr. Joyce) made a Statement to recognize and congratulate the Meadows Recreation Committee on the success of its first Annual Shannon Tucker Memorial Ball Hockey Tournament. The Member for Mount Pearl – Southlands ( Mr.

Lane) made a Statement to commend the Mount Pearl Minor Hockey Association which will be conducting i ts annual food drives in support of three local food banks. The Member for Conception Bay East – Bell Island (Mr. Brazil) made a Statement to congratulate and thank the members of all Royal Canadian Legions in our Province for their contributions to their communities. The Member for Fortune Bay – Cape La Hune (Mr. Loveless) made a Statement to congratulate Mr. Adolph Crant and thank him for his preserv ation of the memory of our people and the history of Gaultois-the Golden Town.

By leave, the Member for Humber – Gros Morne (Mr. Ball) made a Statement to pay tribute to the late Clyde Williams. The Honourable the Minister of Service NL (Ms. Gambin- Walsh) made a Statement to recognize November 18 th to 22nd as Realtors Care Week. The Honourable the Minister of Education and Early Childhood Development (Mr. Warr) made a Statement to recognize November 20 th as National Child Day. The Honourable the Minister of Health and Community Services (Mr. Haggie) made a Statement to encourage all able Newfoundlanders and Labradorians to consider donating blood.

The Honourable the Government House Leader (Ms. Coady) gave notice that she would on tomorrow move, pursuant to Standing Order 11(1) , that the House not adjourn at 5:30 o’clock in the afternoon on Monday, December 2 nd, 2019 and Tuesday, December 3rd, 2019. The Honourable the Minister of Municipal Affairs and Environment (Mr. Bragg) corrected an answer w hich he had given to a question asked by the Member for St. John’s Centre (Mr. Dinn) on November 19 th, 2019.

99 Wednesday, November 20th, 2019 The Member for Bonavista (Mr. Pardy) presented a Petition (not certified) from certain residents of the Province calling upon the House of Assembl y to urge Government to press the Newfoundland and Labrador English School District to release the “hold back” teaching unit for Heritage Collegiate in the coming school year. The Honourable the Minister of Education and Early Childhood Development (Mr. Warr) replied to the Petition. Pursuant to notice and on motion debate commenced on the following Resolution standing in the name of the Member for Lake Melville (Mr.

Trimper): “WHEREAS The Way Forward on Climate Change highlighted increasing electric vehicle usage within the Province as a priority for this Government; AND

WHEREAS increasing access to electric vehicle charging stations will encourage the transition to electric vehicles; THEREFORE

BE IT RESOLVED that this Honourable House supports the Government of Newfoundland and Labrador in its efforts to establish a network of electric vehicle charging stations across the Province”. During the debate the Member for St. John’s Centre (Mr. Dinn) moved, seconded by the Member for St. John’s East – Quidi Vidi (Ms. Coffin), the following amendment: “THAT the Resolution be amended by adding immediately after the word “Province” a comma and the words “any financial benefits of which would be returned to the people of the Province.” The Speaker (Mr.

Bennett) suspended the proceedings at 4:09 o’clock to consider the amendment. The Speaker (Mr. Bennett) resumed the Chair at 4:23 o’clock and ruled that the amendment was not in order. Debate continued and concluded on the Resolution. The Speaker put the question and declared the Resolution carried.
