EXPLANATORY NOTE NOTE EXPLICATIVE This Bill requires provincial employees to complete an annual training program that aims to eliminate systemic racism and to advance the understanding of human rights. The minister responsible for the provincial public service must develop the training program and consult with government agencies before making a direction with respect to their employees.

Definitions 1 The following

definitions apply in this Act. "implicit bias" means attitudes and stereotypes that affect a person's perceptions, actions and decisions in an unconscious and automatic manner. (« préjugés implicites ») "minister" means the minister responsible for the administration of The Civil Service Act. (« ministre ») "provincial employee" means a person employed (

a) by the government; or (

Training program 2(1) The minister must establish an annual training program for provincial employees that aims to eliminate systemic racism and to advance the understanding of human rights. Content 2(2) The training program must address how (

a) racism can be challenged; (

b) implicit bias is unconscious and automatic; and (

c) racism and bias result in unequal treatment of people based on ancestry or ethnicity. Contenu du programme 2(2) Le programme de formation aborde la manière :

Human rights to be addressed 2(3) The training program must address legal rights and obligations under The Human Rights Code. Training program mandatory 3(1) Each year, every provincial employee must complete the training program established under

section 2, in the manner directed by the minister.
