Arts, Culture and Status of Women

Ministerial Order 11/24

(Special Days Act)

Whereas Canada's constitution prior to 1929 stipulated that "qualified persons" could

be appointed to the Senate and only men were legally understood to be "persons",

and, therefore, only men could be appointed to the Senate;

Whereas five women from Alberta, now known as the Famous Five, launched a legal

challenge that would mark a turning point for equality rights in Canada including

Alberta;

AND

whereas on October 18, 1929, Canada's highest court of appeal handed down

the historic decision to include women in the legal definition of "persons," known as

the "Persons Case";

I, Tanya Fir, Minister of Arts, Culture and Status of Women, pursuant to

Contract: Calgary - Young Offenders Centre - Correctional Facility Renewal

Contractor: PCL Construction Management Inc.

Reason for Increase: Additional work is required to meet safety, security and

operational needs of the operators. This additional work is consistent with the scope

and intent of the contract.

Contract Amount: $5,588,000.00

Contract: Devon Research Centre - High Head Laboratory - Lighting and Wiring

Replacement

Contractor: Western Pacific Enterprises Ltd.

Reason for Increase: During the design phase, the project consultant conducted a

site review but did not notice the lights due to obstructing equipment. It was only after

the equipment was removed that the consultant and contractor identified the

concealed lights. This increase is to complete additional work for the replacement of

the concealed lights.

Contract Amount: $599,999.99

% Increase: 36%

Amount of Increase: $215,000.00

Contract: Edmonton - Bowker Building - Repair Basement Walls

Contractor: Rencon Industries Inc.

Reason for Increase: Additional shoring is required on the west elevation and

additional repairs are needed for irregular strip footings around the building

perimeter.

Contract: Edmonton - Forestry Warehouse - Replace Motor Control Centre Panels

Contractor: Setanta Contracting Ltd.

Reason for Increase: During the project to replace the motor control panels, two

primary air handling units (AHU, 8 and 9) failed due to age, with replacement parts

obsolete. These units supply air to the warehouse area where operations for the

preparation and response to provincial wildfire equipment is outfitted and distributed

from. The scope of work was expanded to include the replacement of the two AHUs.

Contract Amount: $569,000.00

% Increase: 85%

Amount of Increase: $482,250.00

Contract: Edmonton - Former Edmonton Remand Centre - Abatement and

Demolition

Contractor: EPCOR Distribution & Transmission Inc.

Reason for Increase: The increase is a result of additional costs for in scope work

beyond what EPCOR initially estimated, including: multiple crews working at the

same time due to switching network circuits sequencing and requirements of the City

of Edmonton; creation of a larger On-Street Construction and Maintenance footprint

that the City of Edmonton requested during off peak hours; and

schedule changes to

accommodate power requirements during additional abatement activities.

Contract Amount: $245,893.56

Contract: Edmonton - JGO Building - New Deputy Minister Suite

Reason for Increase: Following occupancy of the space, additional mechanical work

was identified to modify HVAC tie-ins to the main building ductwork. Alterations

were also identified to be required by the clients for additional acoustics measures to

reduce ambient sound within the modular wall systems offices. Performance of this

work will ensure warranty terms are maintained and necessary air circulation is

maintained throughout the space.
