section 46 of the Health Act, the Commissioner in Executive Council issues this special warrant: 1. Paragraphs 1(

a) and 1(

b) of the Ambulance Users Fee (Non-Resident Users) Regulation are revoked and the following are substituted therefor “(

a) for a highway ambulance, a flat rate of $250.00 plus a fee of $1.25 per kilometer the ambulance travels; (

b) for a medical evacuation by an advanced life support crew from a place not accessible by aircraft, a rate of $200 per hour for each hour or part thereof, plus a fee of $1.25 for each kilometre traveled by ambulance or other vehicle used; and (

c) for a medical evacuation to a place by aircraft, a rate of $200 per hour for each hour or part thereof for air ambulance staff plus the actual cost of using the aircraft used for the evacuation.” 2. Paragraphs 1(
