a) Relief for non-government residential customers throughout Yukon for bills issued during each month shall include a reduction in the revenue collected from the fixed monthly customer charge and the first block energy charge as required in order that each of these charges does not exceed an amount equal to the 1997 bill for each of these charges plus 9 per cent. (

b) Relief for non-government general service and municipal general service customers throughout Yukon for bills issued during each month shall include a reduction in the revenue collected from the first block energy charge as required in order that this charge does not exceed an amount equal to the 1997 bill for this charge plus 9%; and (

c) Not withstanding paragraphs (

a) and (b), adjustments may be made to the amount of relief provided to eligible customers in order to comply with

section 3(a). 3. In administering the Rate Stabilization Fund, the Yukon Development Corporation shall: (

a) Restrict total expenditure from the Rate Stabilization Fund to $12 million and to the interest on this principal, if any, for the period April 1, 2002 through March 31, 2005; (

b) use monies in the fund solely for the purposes set out in

Section 2; (

c) invest monies in the fund not currently required and credit to the fund any interest earned; (

d) credit the fund with the sum of not more than $7,800,00.00 from the Yukon Development Corporation Fund before April 1, 2004; and (

e) make a report to the Minister not later than June 30 in each year about the activities of the Rate Stabilization Fund during the fiscal year ending on December 31 of the previous year. 4. a) pour la période du 1 er avril 2002 au 31 mars 2005, utiliser les sommes d’argent détenues dans le fonds seulement jusqu’à concurrence de 12 millions $, à quoi est ajouté l’intérêt sur ce capital s’il y a lieu;

b) utiliser les sommes d’argent détenues dans le fonds aux seules fins indiquées à l’article 2;

c) investir les sommes d’argent détenues dans le fonds et qui ne sont pas requises pour l’instant et porter au crédit du fonds tous les intérêts gagnés;

d) avant le 1er avril 2004, créditer le fonds d’une somme maximale de 7 800 000,00 $ en provenance des fonds de la Société de développement du Yukon;

e) au plus tard le 30 juin de chaque année, soumettre un rapport au ministre sur les activités du Programme de stabilisation des taux pour la période couvrant l’exercice financier s’étant terminé le 31 décembre de l’année précédente. 4.
