(1) The Commissioner in Executive Council shall appoint from among members of the public service, a Secretary of the Executive Council to hold office during pleasure to

(1) The Commissioner, on the advi ce of the Premier, may appoint, from among the members of the Executive Council, Ministers to hold office during pleasure to preside over the several departments of government and to discharge any duties, exercise any powers and perform any functions that the Commissioner in Executive Council assigns.

(4) Without limiting the generali ty of subsections (1) to (3), the Commissioner in Executive Council may assign to any Minister or Ministers the administration of an enactment or portion of an enactment.

(1) Subject to any restrictions provided for under

an Act or prescribed by the Commissioner in Executive Council under this Act, a Minister may enter into an agreement on behalf of the Government of Yukon for the purpose of discharging their duties, exercising their powers or performing their functions including agreements with

(2) Signature by the Minister of an agreement under subsection (1) is sufficient to bind the Government of Yukon.

(3) It is a condition of every agreement made under this

section that money owed by the Government of Yukon under the agreement is not payable unless there is an appropriation for it.

an Act or prescribed by the Commissioner in Executive Council under this Act, a Minister may in writing delegate any power, duty or function conferred or imposed on the Minister under

an Act to any person.

(1) The Commissioner in Executive Council may transfer and assign to any Minister any or all of the powers, duties, and functions given or imposed by law to or on any other Minister.

(1) Moneys required to be expended for the purpose of carrying out the duties and functions or exercising the powers of the executive government or for the purpose of the administration by the executive government o f any Act shall be paid out of the Consolidated Fund with money authorised by

an Act to be paid and applied for those purposes.
