(Translation) Thank you, Mr. Speaker. I have been hearing from concerned people in my constituency about the aircraft that recently crashed on Ellesmere Island in the High Arctic, 20 kilometres outside of Alert. This aircraft had 18 people on board. Emergency rescuers were not able to get to the crash site until 36 hours after the crash, due to bad weather. The concern that my constituents are expressing is that there are Inuit Arctic Rangers in the High Arctic that are trying to deal with emergency situations such as this crash.

The Arctic Rangers were waiting to be asked to help with the emergency rescue operations but were never asked or given the opportunity with land rescue attempts. I am quite confident they would have been very useful.

I am not suggesting that they would have done a better job than the rescue operators that were used, but what I am saying is that we have these trained Arctic Rangers; they are there to be used. It happened in the Inuit land and the Inuit know that specific area. Perhaps if the Inuit had been sent out by land they might have reached the crash site sooner than in 36 hours. If they had been given the chance to go out with the land rescue team, the 13 survivors probably would have been in a more comfortable situation before the medical rescue team arrived. Conditions are a lot harsher in the High Arctic than those of the tree line.

I would like to commend the 13 survivors that had to endure the harsh climate, and some were critically injured. I know first-hand the weather conditions of that region in the winter because I was born there and have lived there all my life. Thank you, Mr. Speaker.

Thank you, Mr. Speaker. A couple of weeks ago I checked into a hotel in Gjoa Haven. What struck me at that time was a beautiful little puppy playing around by my window. It took me back a few years. Many things ran through my mind in that split second.

One thing that struck me most was the little puppy was so playful and energetic, running around with no rope attached. Then my mind wandered off to the consequences in the future of that little puppy; things like, what happens if things do not work out for that little puppy? Would it be a working dog pulling a sled with other huskies? Or would it be tied down artificially to the ground and physically and mentally abused by human beings, even by its own master?

Mr. Speaker, my point is that if the master of that beautiful little puppy does not make a right decision now, some very distasteful consequences in nature will happen to that puppy. What we do today, the kind of decision that we make today, is going to have a very strong impact on our young people of tomorrow. Thank you.

Thank you, Mr. Speaker. I would like to continue my speech from yesterday during the territorial leadership committee meeting. Yesterday, when I concluded, I congratulated the Government Leader and also said that the reason why I had little to do with her was because of the issues that her department was responsible for. I have no problems in that area. However, during the next Assembly I promise her that she will be hearing from me.

I also want to apologize to my Inuit and Metis colleagues in the cabinet of the 11th Assembly. It may have seemed like I was picking on them, but it was only because the portfolios they held were of great importance to the Territories and to my constituency. They were bread-and-butter issues.

In July of 1993 the new Legislative Assembly building will be open. Until that time, Mr. Speaker, I would like to see the Legislative Assembly maintain its direct contact with the communities by holding sessions in the regions outside of Yellowknife.

Another issue of importance to me is the fact that they have still a two-tier system of justice. This is clearly visible when circuit courts are in the communities. I will have further statements on this issue in the days to come.

The rights of aboriginal people are recognized under

section 35 of the Charter of Rights. We have a great deal of legislation in the NWT which, if challenged by aboriginal people, will be struck down on the basis of

section 35. Such a challenge would make it difficult for this government to function if this legislation is challenged. Unfortunately, the government has not sought to ratify this situation due to obvious implications.

I then went on to echo Mr. Ningark 's piece of pie, but most importantly, I want to thank my family and my constituency. I would like to apologize to my constituents for not always being there. But I will always be there with them in mind and spirit. I have always maintained their interests and aspirations, and although I am not there for them all the time, I would like to say that I am here for them all the time. Mahsi cho.
