This measure would designate a specified portion of State Route in the County of Butte as the Congressman Doug LaMalfa Memorial Highway. The measure would request that the Department of Transportation determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs. YES

WHEREAS, On July 2, 1960, Douglas “Doug” LaMalfa was born in Oroville, California; and

WHEREAS, In 1978, Mr. LaMalfa graduated from Biggs High School and, in 1982, he received his bachelor’s degree in agricultural business from the California Polytechnic State University, San Luis Obispo; and

WHEREAS, Mr. LaMalfa was a fourth-generation rice farmer and businessman; and

WHEREAS, In 2002, Mr. LaMalfa successfully ran for the California State Assembly, beginning his long tenure of public service; and

WHEREAS, Mr. LaMalfa served in the California State Assembly and California State Senate before being elected in to the United States House of Representatives; and

WHEREAS, From to 2026, inclusive, Congressman LaMalfa served California’s First Congressional District and was a strong advocate for northern California’s agriculture- and natural resources-based economy; and

WHEREAS, Congressman LaMalfa was unanimously elected as chairman of the Congressional Western Caucus, one of the largest membership organizations in Congress, and he fought for businesses, farms, and rural priorities; and

WHEREAS, Congressman LaMalfa was deeply rooted in his faith and values, and he led with humility, kindness, and authenticity; and

WHEREAS, Congressman LaMalfa was a devoted husband, father, and grandfather, and he and his wife, Jill, raised their four children on their family farm in Richvale, California, teaching them to work hard and value community; and

WHEREAS, On January 6, 2026, Congressman LaMalfa tragically passed away, and he left behind his wife, Jill, their four children, Kyle, Allison, Sophia, and Natalie, his grandchild, two sisters, and a host of cousins, extended family, and dear friends; and

WHEREAS, Congressman LaMalfa was known and loved throughout his community, and he will be dearly missed by his family, friends, colleagues, and constituents;

now, therefore,

be it Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature hereby designates the segment of State Route from Cottonwood Creek BB12-0206, at postmile 15.374, to Dry Creek 12 123, at postmile 20.598, in the County of Butte as the Congressman Doug LaMalfa Memorial Highway; and be it further Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing this special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs; and be it further Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Director of Transportation and to the author for appropriate distribution.
