An act to add and repeal

Section of the Business and Professions Code, relating to attorneys. attorneys State Bar of California: community justice worker program. The State Bar Act establishes the State Bar of California (State Bar) as a public corporation and assigns to the State Bar various duties with respect to the licensing and regulations of attorneys in the state. The Supreme Court of California issued an administrative order on June 17, 2026, directing the State Bar to circulate for public comment a proposed rule of court that, if adopted, would establish a community justice worker program, as specified.

This bill would require the State Bar, after it solicits public comment on the proposed rule, at the time it resubmits the proposal to the Supreme Court of California, to transmit to the Assembly and Senate Committees on Judiciary a report specifying any statutory changes the State Bar believes are necessary to implement the community justice worker program. The bill would repeal those provisions on January 1, 2031. MAJORITY NO NO NO NO NO NO NO NO NO NO The people of the State of California do enact as follows:

SECTION 1.

Section is added to the Business and Professions Code , immediately following

Section 6228 , to read: 6229. (

a) After the State Bar solicits public comment on the Proposed California Rules of Court Rule 9.45.1 to Establish a Community Justice Worker program, as required by Administrative Order 2026-06-17-01 of the Supreme Court of California, the State Bar shall, at the time it resubmits the proposal to the Supreme Court of California, transmit to the Assembly and Senate Committees on Judiciary a report specifying any statutory changes the State Bar believes are necessary to implement the California Community Justice Worker Program. (b)

(1) The report shall be submitted in compliance with

Section of the Government Code.

(2) Pursuant to

Section 10231.5 of the Government Code, this

Section 6228</caml:Positioning>, to read:</caml:ActionLine><caml:Fragment><caml:LawSection id="id_458826AE-D1A1-42FF-8F2F-4E9B93ACF0E5"><caml:Num>6229.</caml:Num><caml:LawSectionVersion id="id_7CA0EB58-3758-4CBE-94D6-76BDDEB98DE1"><caml:Content><xhtml:p>(a)<xhtml:span class="EnSpace"/>The State Bar shall create a working group to examine the results of community justice worker models in other states and jurisdictions.</xhtml:p><xhtml:p>(b)<xhtml:span class="EnSpace"/>The working group shall examine the impact of community justice worker models in providing legal services to those who qualify for legal assistance from legal services organizations, to low-income individuals, and to people who otherwise would not have received legal services.</xhtml:p><xhtml:p>(c)<xhtml:span class="EnSpace"/>The State Bar shall submit, pursuant to

Section of the Government Code, a report with findings and recommendations to the Senate Committee on Judiciary, the Assembly Committee on Judiciary, and the California Supreme Court before January 1, 2029.</xhtml:p></caml:Content></caml:LawSectionVersion></caml:LawSection></caml:Fragment></caml:BillSection>"?>
