An act to add

Section 12802.6 to the Government Code, relating to natural resources. natural resources Natural Resources Agency: Secretariat for International Climate Coordination and Cooperation. Existing law establishes the Natural Resources Agency, composed of departments, boards, conservancies, and commissions responsible for the restoration, protection, and management of the state’s natural and cultural resources.

This bill would authorize the Secretary of the Natural Resources Agency to appoint an individual or to identify one or more University of California centers to oversee and administer a Secretariat for International Climate Coordination and Cooperation to assist the legislative and executive branches’ engagement in international climate policy, as specified. The California Global Warming Solutions Act of designates the State Air Resources Board as the state agency charged with monitoring and regulating sources of emissions of greenhouse gases.

The act requires the state board to prepare and approve a scoping plan for achieving the maximum technologically feasible and cost-effective reductions in greenhouse gas emissions and to update the scoping plan at least once every years. Existing law requires the state board to present an informational report on topics related to the scoping plan, as directed by the Joint Legislative Committee on Climate Change Policies, at least once a year at a hearing of the joint committee.

Existing law requires that report to include a discussion of the regulatory requirements, initiatives, and other programs that influence the implementation of the scoping plan.</xhtml:p><xhtml:p>This bill would also require that report to include a discussion of international agreements on the topic of climate change or clean technology innovation that influence the implementation of the scoping plan.</xhtml:p>"?> MAJORITY NO YES NO NO NO NO NO NO NO NO The people of the State of California do enact as follows:

Section 12802.6 is added to the Government Code , to read: 12802.6.

The Secretary of the Natural Resources Agency may appoint an individual or identify one or more University of California centers to oversee and administer a Secretariat for International Climate Coordination and Cooperation to assist the legislative and executive branches’ engagement in international climate policy, including, but not limited to, the United Nations Framework Convention on Climate Change Conference of Parties processes and the state’s existing and future international climate change memoranda of understanding, technical cooperation agreements, and other voluntary frameworks. <caml:Num>SECTION 1.</caml:Num><caml:ActionLine action="IS_AMENDED" xlink:href="urn:caml:codes:HSC:caml#xpointer(%2Fcaml%3ALawDoc%2Fcaml%3ACode%2Fcaml%3ALawHeading%5B%40type%3D'DIVISION'%20and%20caml%3ANum%3D'25.5.'%5D%2Fcaml%3ALawHeading%5B%40type%3D'PART'%20and%20caml%3ANum%3D'2.'%5D%2Fcaml%3ALawSection%5Bcaml%3ANum%3D'38531.'%5D)" xlink:label="fractionType: LAW_SECTION" xlink:type="locator">Section of the <caml:DocName>Health and Safety Code</caml:DocName> is amended to read:</caml:ActionLine><caml:Fragment><caml:LawSection id="id_C8193498-2E1B-45FD-B163-68B3C1F39387"><caml:Num>38531.</caml:Num><caml:LawSectionVersion id="id_CE7CA159-4977-4792-B4B9-44C07DEB367E"><caml:Content><xhtml:p>(a)<xhtml:span class="EnSpace"/>(1)<xhtml:span class="EnSpace"/>The state board shall make available, and update at least annually, on its internet website the emissions of greenhouse gases and criteria pollutants for each facility that reports to the state board pursuant to

Section 38530. The data shall be displayed in a manner that illustrates the changes in emissions levels over time.</xhtml:p><xhtml:p>(2)<xhtml:span class="EnSpace"/>No later than January 1, 2018, the state board shall add toxic air contaminant emissions to the information made available pursuant to paragraph (1).</xhtml:p><xhtml:p>(3)<xhtml:span class="EnSpace"/>The criteria pollutant and toxic air contaminant emissions data for stationary sources shall be based on data provided to the state board by air pollution control and air quality management districts collected pursuant to

Section and

Chapter 3 (commencing with

Section 44340) of Part of Division 26.</xhtml:p><xhtml:p>(b)<xhtml:span class="EnSpace"/>At least once a year at a hearing of the Joint Legislative Committee on Climate Change Policies, the state board shall present an informational report on topics related to the scoping plan pursuant to Sections and 38562.7, as directed by the joint committee. The report shall include a discussion of the regulatory requirements, initiatives, international agreements on the topic of climate change or clean technology innovation, and other programs that influence the implementation of the scoping plan.

The report also may include recommendations from the state board for legislative action and consideration.</xhtml:p></caml:Content></caml:LawSectionVersion></caml:LawSection></caml:Fragment></caml:BillSection>"?>
