The Office of the City Clerk is the front door to City Hall. We believe that local government belongs to you, and our main job is to make sure you have the access, information, and tools you need to participate in your community.

Led by City Clerk Diana J.S. Fuentes, our team connects all San Diegans to their local government by keeping the city’s official records safe, running fair elections, and helping you navigate public meetings. Our City Connections team acts as your personal guide when you need assistance from the City, including convenient, on-site passport application services to help you get ready for your next international trip. We make sure city government is open and easy to understand. Every decision that affects your neighborhood—from city budgets to local zoning changes—goes through our team.

Meeting Access: We publish the agendas and back-up documents for City Council meetings ahead of time so you know exactly what your leaders are discussing.

Official Decisions: We write and archive the official minutes of every council meeting and process all finalized laws, city deeds, and contracts.

Public Witness: We are the neutral team that ensures public meetings follow the rules, giving you a safe, orderly space to make your voice heard.

Democracy relies on trust. We work hard to ensure San Diego's election processes are handled with absolute integrity and that political rules are clear to everyone.

Running for Office: We provide step-by-step guidance to local political candidates and community groups who want to run for office or start a public petition.

Following the Money: We manage public disclosure filings. Anyone can use our online system ( eFile-SD ) to see campaign donations, lobbyist registrations, and potential financial conflicts of interest for city officials. We keep this data open to ensure city decisions are independent and transparent.

We manage the lifecycle of all City records—from the moment a document is created to its final, permanent storage. By using industry best practices approved by the City Council, we ensure city records have proper guidelines to stay organized, secure, and legally compliant.

Guiding City Departments: We manage San Diego's Master Records Schedule, run the City's central Records Center, and actively train and advise all city departments on how to handle their records properly.

Safeguarding Vital Records: We protect and preserve San Diego’s essential legal and historical materials, including official documents, photos, maps, audio recordings, and microfilm that offer unique insight into our city's past.

Fulfilling Public Records Requests: Transparency is a core value. Our dedicated Research team quickly finds and delivers official clerk records requested by community members, ensuring you have the information you need. Submit your request here .

Supporting City Staff: We also fulfill internal document requests for city employees so our local government can run smoothly and efficiently. (Note: City staff can find step-by-step submission instructions on the employee intranet).
