l 1 I -Do (R-2026-523) RESOLUTION NUMBER R- 316843 JU N 2 6 2026 DATE OF FINAL PASSAGE A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN DIEGO APPROVING THE FIFTH AMENDMENT TO THE AGREEMENT WITH PATH SAN DIEGO FOR COORDINATED STREET OUTREACH PROGRAM SERVICES. RECITALS The Council of the City of San Diego (Council) adopts this Resolution based on the following: A. The City of San Diego (City) entered into an agreement (Contract) with PATH San Diego (PATH) to provide coordinated street outreach program services.

The Contract, effective July 1 4, 2022, has an initial term of one year (Initial Term) with compensation in an amount not to exceed $3,000,000, and two one-year options to extend the term of the Contract. B. The City's Coordinated Street Outreach Program (Program) incorporates nationally recognized best practices and a neighborhood-based, person-centered approach to meet the needs of the City's unsheltered population. The Program actively engages individuals and households experiencing homelessness by focusing outreach resources. C.

PATH operates two types of response teams: (1 ) mobile response teams that work to locate and engage people identified as the most vulnerable and who are prioritized for resources, and (2) rapid response teams that focus on areas of high concentration and respond to community referrals providing immediate intervention and problem-solving activities. D.

By Resolution R-31 4462 (Nov. 28,2022), the Council approved the First Amendment to the Contract (First Amendment) to increase compensation by $475,000, bringing the total conìpensation to an amount not to exceed $3,475,000 during the Initial Term, and to amend the Contract's scope ofwork. -PAGE 1 OF 4-

By Resolution R-31501 5 (Jun. 30,2023), the Council approved the Second Amendment to the Contract (Second Amendment) to increase compensation by $3,1 25,000 for services to be provided during the first option period, bringing the total compensation to an amount not to exceed $6,600,000, and further revise the scope o f work of the Contract. F.

By Resolution R-31 5645 (Jul. 2,2024), the Council approved the Third Amendment to the Contract (Third Amendment) to increase compensation by $3,500,000 for services to be provided during the second option period, bringing the total compensation to an amount not to exceed $10,100,000. G.

By Resolution R-31 6304 (Jun. 26,2025), the Council approved the Fourth Amendment to the Contract (Fourth Amendment) to provide the City a third option to extend the term to June 30,2026, and increase compensation by $3,500,000 for services to be provided during the third option period, bringing the total compensation to an amount not to exceed $13,600,000. H.

The City and PATH now desire to enter into a Fifth Amendment to the Contract (Fifth Amendment) to amend the Contract to provide the City a fourth option to extend the term to June 30,2027, and include a retroactive effective date ofJune 30,2026, because ofthe short period of time between the effective date of this Resolution and the City's authorized representatives to sign the Fifth Amendment. The Mayor or designee is authorized, on the City's behalf, to sign and deliver the Fifth Amendment. When signed by both parties, the Fifth Amendment will be placed on File in the O ffice ofthe C ity Clerk as D ocument N o. R R- 316843. 3.

The Chief Financial Office is authorized to expend the current and unchanged total not to exceed amount of $1 3,600,000 for services to be provided under the Contract, as amended by the Fifth Amendment, contingent upon the adoption of the Annual Appropriation Ordinance for Fiscal Year 2027 and the Chief Financial Officer first certifying that the funds necessary for expenditure are, or will be, on deposit with the City Treasurer.
