FOR THE ADMINISTRATION OF U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT COMMUNITY DEVELOPMENT BLOCK GRANT AND EMERGENCY SOLUTIONS GRANT FUNDS. The Eco no mic Devel o pment Department (EDD) o f the City o f San Diego (City) manages adminis tratio n o f the City's U.S. Department o f Ho us ing and Urban Devel o pment (HUD) Co mmunity Devel o pment Bl o ck Grant (CDBG) and Emergency So l utio ns Grant (ESG) funds thro ugh a s o ftware s ervice pl atfo rm (ED Grants ) by REI Sys tems , Inc. (REI Sys tems ). B. EDD us es ED Grants fo r internal pro ces s ing and digital acces s to no npro fit o rganizatio ns that appl y fo r and receive CDBG grant funds , and to ens ure regul ato ry co mpl iance with federal funding s o urces . C.

REI Sys tems info rmed EDD that the ED Grants vers io n wo ul d require a majo r upgrade. Given the po tential co s t o f the upgrade and the need fo r new functio nal ity to better integrate the City and HUI) s ys tems , EDD began the pro ces s to pro cure a new grants management s o ftware s ys tem. D. The initial o ne-year term o f the s o ftware l icens e and maintenance agreement with REI Sys tems (Agreement) wil l expire June 3 0,2026 and incl udes o ne o ptio n to extend o ne additio nal year. The Agreement did no t incl ude a budget fo r the s eco nd year. E.
