RECITALS The Council of the City of S an Diego (Council) adopts this Resolution based on the following: A. In November 1979, the Cali fornia voters approved a constitutional amendment (Proposition 4, the Gann Initiative) which added

Article XIIIB to the California Constitution. B. In 1980, the State Legislature added Division 9 to Title 1 of the California Government Code (commencing with

section 7900) (Government Code) to implement

Article XIIIB. C. Said Government Code sections require the governing body of each local jurisdiction in California on or before June 30 of each year to establish, by resolution, the tax appropriation limit for the following fiscal year predicated upon the appropriation limit for the prior fiscal year multiplied by a determinable factor. D. On June 30,2025, the San Diego City Council (Council) adopted San Diego Resolution R-316309 (Jun. 30,2025) to establish the FY 2026 limit at $6,235,868,546. E. Government Code

section 7910 requires that the documentation used to determine the City of San Diego's tax appropriation limit be made available to the public fifteen (15) days prior to the Council meeting at which the tax appropriation limit resolution is to be considered. F. Under San Diego Charter

section 280(a)(1), this resolution is not subject to veto by the Mayor because this matter is exclusively within the purview ofthe Council. -PAGE 1 OF 3-

Be it resolved by the Council of the City of S an Diego: 1. Pursuant to the authority of Government Code, Division 9, Title 1 (sections 7900, et seq there is hereby established a tax appropriations limit for the City of San Diego of $7,027,534,709. 2. The Council hereby certifies that, pursuant to the requirements of Government Code

section 7910, the document upon which the tax appropriation limit herein established has been determined, which is on file with the City Clerk's O ffice as Document N o. RR3 16847 has been made available for public information and review fifteen (15) days prior to the meeting at the Office of the City Clerk. 3. The Mayor shall have no veto power over this Ordinance pursuant to Charter
