Until the department adopts standards and regulations corresponding to, and equivalent to, or more stringent or extensive than, regulations adopted by the Environmental Protection Agency pursuant to Sections to 6926, inclusive, of Title of the United States Code, the following shall apply: (

a) Any person who produces a waste that is a hazardous waste as defined by

Section shall comply with this

chapter and regulations adopted pursuant to this

chapter and, in addition, to the extent that the waste is both hazardous, as defined by regulations adopted pursuant to

Section of Title of the United States Code, and has not been excluded from regulation pursuant to that section, the person shall also comply with federal regulations adopted pursuant to

Section of Title of the United States Code. (

b) Any person who transports a waste that is a hazardous waste shall comply with this

chapter and regulations adopted pursuant to this

chapter and, in addition, to the extent that the waste is both hazardous, as defined by regulations adopted pursuant to

Section of Title of the United States Code, and has not been excluded from regulation pursuant to that section, the person shall also comply with federal regulations adopted pursuant to

Section of Title of the United States Code. (

c) Any person who owns or operates a hazardous waste facility shall comply with this

chapter and regulations adopted pursuant to this

chapter and, in addition, to the extent that the facility is defined as a hazardous waste facility in regulations adopted under the federal act, and to the extent that the waste is both hazardous, as defined by regulations adopted pursuant to

Section of Title of the United States Code, and has not been excluded from regulation pursuant to that section, that person shall also comply with federal regulations adopted pursuant to Sections and of Title of the United States Code.
