An act relating to the inland and coastal flood 2 control funding assessment; amending s. 403.928, F.S.; 3 requiring the Office of Economic and Demographic 4 Research to include specified information relating to 5 inland and coastal flood control in certain 6 assessments; providing an effective date. 7 8 Be It Enacted by the Legislature of the State of Florida: 9 10
Section 1. Subsections (3) through (7) of
section 403.928, 11 Florida Statutes, are amended to read: 12 403.928 Assessment of water resources and conservation 13 lands.—The Office of Economic and Demographic Research shall 14 conduct an annual assessment of Florida’s water resources and 15 conservation lands. 16
(3) ASSESSMENT REQUIREMENTS.—The assessment must: 17 (
a) shall Include analyses on a statewide, regional, or 18 geographic basis, as appropriate, and shall identify analytical 19 challenges in assessing information across the different regions 20 of the state. 21 (b)
(4) The assessment must Identify any overlap in the 22 expenditures for water resources and conservation lands. 23
(4) INLAND AND COASTAL FLOOD CONTROL.—At least every 5 24 years, beginning in 2021, the Office of Economic and Demographic 25 Research must include in the assessment an analysis of future 26 expenditures by federal, state, regional, and local governments 27 necessary to improve resilience to inland and coastal flooding 28 associated with sea-level rise, high-tide events, storm surge, 29 Florida Senate - 2021 SB 1252 31-01621A-21 20211252__ Page 2 of 2 CODING: Words stricken are deletions; words underlined are additions. flash flood, stormwater runoff, and increased rainfall on a 50-30 year or longer planning period.
The analysis must identify gaps 31 between projected and estimated revenues, expenditures, and 32 needs. 33
(5) ASSESSMENT ASSISTANCE.— 34 (
a) The water management districts, the Department of 35 Environmental Protection, the Department of Agriculture and 36 Consumer Services, the Fish and Wildlife Conservation 37 Commission, counties, municipalities, and special districts 38 shall provide assistance to the Office of Economic and 39 Demographic Research related to their respective areas of 40 expertise. 41 (b)
(6) The Office of Economic and Demographic Research must 42 be given access to any data held by an agency as defined in s. 43 112.312 if the Office of Economic and Demographic Research 44 considers the data necessary to complete the assessment, 45 including any confidential data. 46 (6)
(7) ASSESSMENT SUBMISSION.—The assessment shall be 47 submitted to the President of the Senate and the Speaker of the 48 House of Representatives by January 1, 2017, and by January 1 of 49 each year thereafter. 50
