An act relating to the Florida Farm to School Program; 2 amending s. 595.406, F.S.; requiring vendors selling or delivering agricultural commodities to school districts in the Florida Farm to School Program to provide the school districts with an invoice that meets certain requirements, beginning on a specified date; requiring each participating district school board to submit the information monthly to the Department of Agriculture and Consumer Services; 10 requiring the department to create and manage a sortable database for the information; requiring the department to submit an annual report to the Legislature; authorizing the department to adopt rules; providing an effective date. 15
Be It Enacted by the Legislature of the State of Florida: 17
Section 1. Subsection (4) is added to
section 595.406, 19 Florida Statutes, to read: 20 595.406 Florida Farm to School Program.— 21 (4)(
a) Beginning July 1, 2020, each vendor who sells or delivers agricultural commodities, as defined in s. 573.103, to a school district under the Florida Farm to School Program must provide an invoice to the school district which is in a sortable format specified by the department and which includes the following information: 27 1. The facility that produced the agricultural commodity; 28 2. Information Processing Standards code to identify the county and state where the facility is located; 31 3. The type of agricultural commodity delivered; 32 4. The total weight or volume of the agricultural commodity delivered; and 34 5. The total value of the agricultural commodity delivered. 35

b) Each district school board shall submit the information it receives from vendors pursuant to paragraph
(
a) to the department each month to be included in a sortable database that is created and maintained by the department. The information must include the total amount of agricultural commodities delivered by location, the agricultural commodity type, the weight or volume of the agricultural commodity, and the total cost per item. 43

c) By September of each year, the department shall submit a report summarizing the information in the database to the President of the Senate and the Speaker of the House of Representatives. The report must include, for each school district, the total number of agricultural commodities purchased by weight or volume and the percentage of each individual agricultural commodity purchased by weight or volume, and the cost for each to the state. 51

d) The department may adopt rules to implement this subsection. 53
