An act relating to forms of identification; amending s. 97.0535, F.S.; expanding the list of acceptable forms of identification for certain voter registration applicants to include United States passport cards, 5 identification cards issued by a federally recognized tribal nation or Indian tribe, and United States Merchant Mariner Credentials; amending s. 322.14, 8 F.S.; requiring that driver licenses issued to drivers denote certain individuals as noncitizens; reenacting ss. 101.6921(1) and 101.6923(1), F.S., relating to certain voters who are required to submit certain identification before voting, to incorporate the amendment made to s. 97.0535, F.S., in references thereto; reenacting s. 322.01(6), F.S., relating to the definition of the term “color photographic driver license,” to incorporate the amendment made to s. 17 322.14, F.S., in a reference thereto; providing an effective date. 19
Be It Enacted by the Legislature of the State of Florida: 21
Section 1. Paragraph
(
a) of subsection (3) of
section 23 97.0535, Florida Statutes, is amended to read: 24 97.0535 Special requirements for certain applicants.— 25 (3)(
a) The following forms of identification are shall be considered current and valid if they contain the name and photograph of the applicant and have not expired: 28 1. Military identification. 31 4. Student identification. 32 5. Retirement center identification. 33 6. Neighborhood association identification. 34 7. Public assistance identification. 35 8.
Veteran health identification card issued by the United States Department of Veterans Affairs. 37 9. A license to carry a concealed weapon or firearm issued pursuant to s. 790.06. 39 10. Employee identification card issued by any branch, 40 department, agency, or entity of the Federal Government, the state, a county, or a municipality. 42 11. Identification card issued by a federally recognized tribal nation or Indian tribe. 44 12. United States Merchant Mariner Credential. 45
Section 2. Paragraph
(
g) is added to subsection (1) of
section 322.14, Florida Statutes, to read: 47 322.14 Licenses issued to drivers.— 48 (1) 49
(
g) Licenses issued to individuals who submitted any of the documents required pursuant to s. 322.08(2)(c)5., 7., or 8. must include “NC” to denote that such individual is a noncitizen. 52
Section 3. For the purpose of incorporating the amendment made by this act to
section 97.0535, Florida Statutes, in references thereto, subsection (1) of

(1) The provisions of this
section apply to voters who are subject to the provisions of s. 97.0535 and who have not provided the identification or certification required by s. 61 97.0535 by the time the vote-by-mail ballot is mailed. 62
Section 4. For the purpose of incorporating the amendment made by this act to
section 97.0535, Florida Statutes, in references thereto, subsection (1) of
section 101.6923, Florida Statutes, is reenacted to read: 66 101.6923 Special vote-by-mail ballot instructions for certain first-time voters.— 68
(1) This
section applies to voters who are subject to s. 69 97.0535 and who have not provided the identification or information required by s. 97.0535 by the time the vote-by-mail ballot is mailed. 72
Section 5. For the purpose of incorporating the amendment made by this act to
section 322.14, Florida Statutes, in a reference thereto, subsection (6) of
section 322.01, Florida Statutes, is reenacted to read: 76 322.01
Definitions.—As used in this chapter: 77 (6) “Color photographic driver license” means a color photograph of a completed driver license form meeting the requirements prescribed in s. 322.14. 80
