An act relating to fleet management; requiring the 2 Department of Management Services to prepare an 3 inventory of state-owned motor vehicles, maintenance 4 facilities, and fuel depots; requiring the department 5 to submit the inventory to the Governor and the 6 Legislature by a specified date; specifying 7 requirements for the inventory; requiring governmental 8 entities to provide certain information requested by 9 the department; requiring the department to create, 10 administer, and maintain a centralized management 11 system for the motor vehicle fleet, maintenance 12 facilities, and fuel depots; requiring the department 13 to consolidate the management of existing motor 14 vehicles, maintenance facilities, fuel depots, and 15 certain full-time equivalent and other personal 16 services positions; requiring governmental entities to 17 provide certain information requested by the 18 department; requiring the department to contract with 19 a vendor or contractor for a specified purpose; 20 providing an effective date. 21 22 Be It Enacted by the Legislature of the State of Florida: 23 24

Section 1. Statewide inventory.— 25

(1) The Department of Management Services shall prepare an 26 inventory of all state-owned motor vehicles, maintenance 27 facilities, and fuel depots. By December 31, 2021, the 28 department shall submit the inventory to the Governor, the 29 Florida Senate - 2021 SB 1152 24-00534-21 20211152__ Page 2 of 3 CODING: Words stricken are deletions; words underlined are additions. President of the Senate, and the Speaker of the House of 30 Representatives. 31

(2) The inventory must provide, at a minimum, all of the 32 following: 33 (

a) Entity of ownership of all state-owned motor vehicles, 34 maintenance facilities, and fuel depots. 35 (

b) Entity of possession of all state-owned motor vehicles, 36 maintenance facilities, and fuel depots. 37 (

c) Estimated annual operating and other costs of all 38 state-owned motor vehicles, maintenance facilities, and fuel 39 depots. 40 (

d) Number of full-time equivalent and other personal 41 services positions assigned to operate and maintain each state-42 owned maintenance facility and fuel depot. 43 (

e) Physical address for the location of all state-owned 44 motor vehicles, maintenance facilities, and fuel depots. 45

(3) Each governmental entity, as defined in s. 46 215.985(2)(c), Florida Statutes, shall provide any information 47 requested by the Department of Management Services necessary for 48 the completion of the inventory. 49

Section 2. Centralized fleet and fleet operations 50 management.— 51

(1) The Department of Management Services shall create, 52 administer, and maintain a centralized management system for the 53 fleet of state-owned motor vehicles, maintenance facilities, and 54 fuel depots. 55

(2) The Department of Management Services shall consolidate 56 under a centralized system the management of existing motor 57 vehicles, maintenance facilities, fuel depots, and any full-time 58 Florida Senate - 2021 SB 1152 24-00534-21 20211152__ Page 3 of 3 CODING: Words stricken are deletions; words underlined are additions. equivalent and other personal services positions assigned to 59 operate and maintain each state-owned maintenance facility and 60 fuel depot. 61

(3) Each governmental entity, as defined in s. 62 215.985(2)(c), Florida Statutes, shall provide any information 63 requested by the Department of Management Services necessary for 64 consolidating under the centralized system the management of 65 existing motor vehicles, maintenance facilities, fuel depots, 66 and any full-time equivalent and other personal services 67 positions assigned to operate and maintain each state-owned 68 maintenance facility and fuel depot. 69

Section 3. Privatization of fleet management.—The 70 Department of Management Services shall contract with a vendor 71 or contractor for privatizing the centralized management and 72 operation of the state-owned motor vehicle fleet, motor vehicle 73 acquisitions, maintenance facilities, and fuel depots. 74

Section 4. This act shall take effect upon becoming a law. 75
