SECTION 7. Passage of bills.—Any bill may originate in 18 either house and after passage in one may be amended in the 19 other; however, neither house may vote on a bill that would 20 affect access to abortion services unless at least half of the 21 members of that house are women. A bill It shall be read in each 22 house on three separate days, unless this requirement rule is 23 waived by two-thirds vote; provided the publication of its title 24 in the journal of a house shall satisfy the requirement for the 25 first reading in that house.

On each reading, it shall be read 26 by title only, unless one-third of the members present desire it 27 read in full. On final passage, the vote of each member voting 28 shall be entered on the journal.
