An act relating to cardiac screening for newborns; 2 amending s. 383.318, F.S.; revising components that are included in the postpartum evaluation and follow -4 up care birth centers are required to provide to include a cardiac screening of the newborn; creating s. 383.334, F.S.; requiring attending health care providers at home births to provide or coordinate the referral for a newborn cardiovascular screening; 9 requiring the newborn’s primary care provider to provide or coordinate the referral for the screening if a health care provider does not attend the home birth; amending s. 395.1053, F.S.; requiring hospitals that provide birthing services to provide a postpart um evaluation that includes the cardiovascular screening of each newborn; providing an effective date. 16

Be It Enacted by the Legislature of the State of Florida: 18

Section 1. Subsection (3) of

section 383.318, Florida Statutes, is amended to read: 21 383.318 Postpartum care for birth center clients and infants.— 23

(3) The birth center shall provide a postpartum evaluation and follow-up followup care that includes all of the following: 25

(

a) Physical examination of the infant. 26

(

b) Cardiovascular screening of the newborn. 27

(

c) Metabolic screening tests required by s. 383.14. 28 (d)(

d) Maternal postpartum assessment that incorporates mental health screening. 31 (f)(

e) Information on postpartum depression and the telephone number of the Family Health Line operated pursuant to s. 383.011. 34 (g)(

f) Instruction in child care, including immunization, 35 breastfeeding, safe sleep practices, and possible causes of Sudden Unexpected Infant Death. 37 (h)(

g) Family planning services. 38 (i)(

h) Referral to secondary or tertiary care, as indicated. 40

Section 383.334, Florida Statutes, is created to read: 42 383.334 Newborn cardiovascular screenings for home births .—43 For home births, the health care provider in attendance is responsible for providing, or for coordinating the referral for, 45 a cardiovascular screening of each newborn. If a home birth is not attended by a health care provider, the newborn’s primary health care provider must provide the cardiovascular screening or coordinate the referral for the screening. 49

Section 395.1053, Florida Statutes, is amended to read: 51 395.1053 Postpartum care and education.—A hospital that provides birthing services shall: 53

(1) Provide a postpartum evaluation that includes the cardiovascular screening of each newborn. 55

Section 4. This act shall take effect July 1, 2022. 62
