An act relating to independent special district utilities; directing the Department of Environmental Protection to amend specified rules to exempt construction or maintenance of a water or sewer system by an independent special district utility from certain authorization requirements; providing an effective date. 8

Be It Enacted by the Legislature of the State of Florida: 10

Section 1. The Department of Environmental Protection is directed to amend rule 18-21.005, Florida Administrative Code, 13 to provide an exception from authorization requirements under

chapter 18-21, Florida Administrative Code, for construction or maintenance of a water or sewer system in accordance with s. 16 153.04, Florida Statutes, by an independent special district utility, provided the required location map, plans, and drawings for such water or sewer system are submitted to the Board of Trustees of the Internal Improvement Trust Fund. 20

Section 2. This act shall take effect July 1, 2021. 21
