An act relating to the Year-round School Pilot 2 Program; creating s. 1003.07, F.S.; creating the Year-3 round School Pilot Program for a period of 4 school 4 years beginning with a specified school year; 5 providing the purpose of the program; providing an 6 application process for school districts seeking to 7 participate in the program; requiring the Commissioner 8 of Education to select a certain number of school 9 districts to participate in the program; providing 10 requirements for participating school districts; 11 requiring the commissioner to submit a report to the 12 Governor and Legislature; providing requirements for 13 the report; authorizing the State Board of Education 14 to adopt rules; providing an effective date. 15 16 Be It Enacted by the Legislature of the State of Florida: 17 18

Section

Section 1003.07, Florida Statutes, is created to 19 read: 20 1003.07 Year-round School Pilot Program.—Beginning with the 21 2024-2025 school year, the Year-round School Pilot Program is 22 created for a period of 4 school years. The purpose of the 23 program is for the Department of Education to assist school 24 districts in establishing a year-round school program within at 25 least one elementary school in a district and to study the 26 issues, benefits, and

schedule options for instituting year-27 round school programs for all students. 28 (1)(

a) School districts shall apply to the Department of 29 Florida Senate - 2023 SB 1564 17-01443-23 20231564__ Page 2 of 3 CODING: Words stricken are deletions; words underlined are additions. Education, in a format and by a date prescribed by the 30 department, to participate in the program. The application must 31 include: 32 1. The number of students enrolled in the elementary school 33 or schools that will implement a year-round school program. 34 2. The academic performance of the students enrolled in 35 such school or schools. 36 3.

The rate of absenteeism and tardiness of students 37 enrolled in such school or schools. 38 4. The commitment of such school’s or schools’ 39 instructional personnel and students to the year-round school 40 program. 41 5. An explanation of how the implementation of the year-42 round school program will benefit the students. 43 (

b) The Commissioner of Education shall select five school 44 districts to participate in the program. To the extent possible, 45 the commissioner shall select school districts that represent a 46 variety of demographics, including, but not limited to, urban, 47 suburban, and rural school districts. 48

(2) A school district selected for a year-round school 49 program shall: 50 (

a) Implement a single-track or multi-track schedule. 51 (

b) Provide data to the department to allow for: 52 1. An assessment of the academic and safety benefits 53 associated with establishing a year-round school program. 54 2. An evaluation of any potential barriers for the school 55 district upon implementation of a year-round school program, 56 including, but not limited to: 57 a. The provision of services during the summer months. 60 c.

School district budgeting. 61 d. Parental engagement and participation. 62 e. Coordination with community services. 63 f. Student assessment and progression practices. 64 g. Student transportation. 65 3. The consideration of strategies for addressing such 66 potential barriers. 67

(3) Upon completion of the program, the commissioner shall 68 provide a report to the Governor, the President of the Senate, 69 and the Speaker of the House of Representatives. The report must 70 include: 71 (

a) The number of students enrolled at participating 72 schools. 73 (

b) The number of students enrolled at participating 74 schools before and after the implementation of the year-round 75 school program. 76 (

c) Any health, academic, and safety benefits for students 77 or instructional personnel from the implementation of the year-78 round school program. 79 (

d) An evaluation of any potential barriers for school 80 districts and families associated with a year-round school 81 program. 82 (

e) The commissioner’s recommendation on the adoption of 83 year-round school programs for all students. 84

(4) The State Board of Education may adopt rules to 85 administer the program. 86

Section 2. This act shall take effect July 1, 2023. 87
