An act relating to full-time equivalent student 2 membership for International General Certificate of 3 Secondary Education students; amending s. 1011.62, 4 F.S.; providing a specified amount of full-time 5 equivalent membership for each student enrolled in an 6 International General Certificate of Secondary 7 Education (pre-AICE) course who receives a score of 8 “E” or higher on the corresponding pre-AICE subject 9 examination; making a technical change; providing an 10 effective date. 11 12 Be It Enacted by the Legislature of the State of Florida: 13 14
Section 1. Paragraph (
m) of subsection (1) of
section 15 1011.62, Florida Statutes, is amended to read: 16 1011.62 Funds for operation of schools.—If the annual 17 allocation from the Florida Education Finance Program to each 18 district for operation of schools is not determined in the 19 annual appropriations act or the substantive bill implementing 20 the annual appropriations act, it shall be determined as 21 follows: 22
(1) COMPUTATION OF THE BASIC AMOUNT TO BE INCLUDED FOR 23 OPERATION.—The following procedure shall be followed in 24 determining the annual allocation to each district for 25 operation: 26 (
m) Calculation of additional full-time equivalent 27 membership based on Advanced International Certificate of 28 Education examination scores of students.—A value of 0.16 full-29 Florida Senate - 2022 SB 522 5-00665-22 2022522__ Page 2 of 4 CODING: Words stricken are deletions; words underlined are additions. time equivalent student membership shall be calculated for each 30 student enrolled in a full-credit Advanced International 31 Certificate of Education course who receives a score of E or 32 higher on a subject examination.
A value of 0.08 full-time 33 equivalent student membership shall be calculated for each 34 student enrolled in a half-credit Advanced International 35 Certificate of Education course who receives a score of E or 36 higher on a subject examination.
A value of 0.08 full-time 37 equivalent student membership shall be calculated for each 38 student enrolled in an International General Certificate of 39 Secondary Education (pre-AICE) course who receives a score of 40 “E” or higher on the corresponding pre-AICE subject examination. 41 A value of 0.3 full-time equivalent student membership shall be 42 calculated for each student who receives an Advanced 43 International Certificate of Education diploma. Such value shall 44 be added to the total full-time equivalent student membership in 45 basic programs for grades 9 through 12 in the subsequent fiscal 46 year.
Each school district shall allocate at least 80 percent of 47 the funds received from the Advanced International Certificate 48 of Education bonus FTE funding, in accordance with this 49 paragraph, to the school program that generated the funds and to 50 school programs administered by the University of Cambridge 51 Local Examinations Syndicate that prepare prospective students 52 to enroll in Advanced International Certificate of Education 53 courses.
These funds shall be expended solely for the payment of 54 costs associated with the application and registration process; 55 program fees and site licenses; training, professional 56 development, salaries, benefits, and bonuses for instructional 57 personnel and program coordinators; examination and diploma 58 Florida Senate - 2022 SB 522 5-00665-22 2022522__ Page 3 of 4 CODING: Words stricken are deletions; words underlined are additions. fees; membership fees; supplemental books; instructional 59 supplies, materials, and equipment; and other activities that 60 identify prospective Advanced International Certificate of 61 Education students or prepare prospective students to enroll in 62 Advanced International Certificate of Education courses.
The 63 school district shall distribute to each classroom teacher who 64 provided Advanced International Certificate of Education or pre-65 AICE International General Certificate of Secondary Education 66 (pre-AICE) instruction: 67 1. A bonus in the amount of $50 for each student taught by 68 the Advanced International Certificate of Education teacher in 69 each Advanced International Certificate of Education course who 70 receives a score of E or higher on the Advanced International 71 Certificate of Education examination.
A bonus in the amount of 72 $25 for each student taught by the pre-AICE teacher in each pre-73 AICE course who receives a score of E or higher on the pre-AICE 74 examination. 75 2.
An additional bonus of $500 to each Advanced 76 International Certificate of Education teacher in a school 77 designated with a grade of “D” or “F” who has at least one 78 student scoring E or higher on the Advanced International 79 Certificate of Education examination, regardless of the number 80 of classes taught or of the number of students scoring an E or 81 higher on the Advanced International Certificate of Education 82 examination. 83 3.
Additional bonuses of $250 each to teachers of pre-AICE 84 classes in a school designated with a grade of “D” or “F” which 85 has at least one student scoring an E or higher on the pre-AICE 86 examination in that class.
