An act relating to a strategic fuel reserve; creating the Florida Strategic Fuel Reserve Task Force adjunct to the Division of Emergency Management to develop a recommended strategic fuel reserve plan for an emergency or disaster; requiring the division to provide administrative and support services to the task force; specifying the membership of the task force; requiring the task force to elect a chair and a vice chair; requiring the task force to submit a report to the Governor and the Legislature by a specified date; providing an expiration date; 12 providing an effective date. 13

Be It Enacted by the Legislature of the State of Florida: 15

Section 1.

(1) The Florida Strategic Fuel Reserve Task Force, a task force as defined in s. 20.03(8), Florida Statutes, 18 is created adjunct to the Division of Emergency Management within the Executive Office of the Governor to develop a recommended strategic fuel reserve plan for the state to respond to private and public fuel needs in the event of an emergency or disaster, as those terms are defined in s. 252.34, Florida Statutes. The task force shall operate in a manner consistent with s. 20.052, Florida Statutes. 25

(2) The division shall provide administrative and support services relating to the functions of the task force. 27

(3) The task force shall consist of the following members: 28

b) Three persons appointed by the Speaker of the House of Representatives. 31

c) Three persons appointed by the Governor. 32

(4) The task force shall elect a chair and a vice chair. 33

(5) The task force shall submit a report to the Governor, 34 the President of the Senate, and the Speaker of the House of Representatives by April 30, 2021, which contains its recommendations for a strategic fuel reserve plan. 37

(6) This

section expires on June 30, 2021. 38

Section 2. This act shall take effect July 1, 2020. 39
