The youth was adopted in 2006. Since August 23 rd , 2007, the youth resides outside his family environment and, since November 2007, the youth is in the same foster family. [ 2 ] The youth has all of his needs responded by the foster family and evolves positively. He has made numerous progress such as his language skills have greatly improved, also his reading and writing improved and, last year, he received the «Outstanding
Citizenship Award» due to his efforts within the community. He is no more aggressive towards others. [ 3 ] On a February 1 st , 2010, the youth Chamber division ordered that the child remains of the care of a foster family until his age of majority, that all parental attributes be withdrawn and that contact between the youth and his parents be at his request. [ 4 ] The last contact between the youth and his parents was held on August 8th, 2009. Through the years, the parents failed to develop and maintain a significant bond with there adopted the youth.
They also failed to significantly contribute to the youth's welfare. [ 5 ] The youth developed a significant bond with the foster family he is with since November 2007 and expressed the desire to have them as tutor. [ 6 ] The parents are not with in happy hart with the idea that this family could be the tutor of their son. Although, they want to respect the desire of the child. [ 7 ] The Court is convinced that it is of the interest of the youth to grant the motion and to name Mrs. C as the tutor of the youth. [ 8 ] The Court: [ 9 ] GRANTS the motion; [ 10 ] DEFERES the tutorship of the youth X to Mrs.
