Every person who contravenes this provision is guilty of an offence and is liable to a fine (sections 11.2, 11.2.1 and 135 Y.P.A.). [ 1 ] The Court hereby confirms and gives reasons in writing for the decision rendered from the bench on October 2, 2019, on an application for review and extension of the measures regarding X (16 ½ years old) . [ 2 ] On March 27, 2019, the Court ordered various measures which, among other things, entrusted the teenager to her parents, ordered that she receive all care and health services that she needs, such as follow-up care for addiction and psychological follow-up care, and allowed information to be exchanged among the different professionals working with her. [ 3 ] On July 10, she assaulted her mother and her grandmother, but they refused to complain to the police. [ 4 ] On July 17, 2019, the teenager went to a ceremony with a healer and she was the subject of the healing session.

The healer told her that she had a bad spirit and they prayed for her. [ 5 ] On July 18, the teenager had behavioral disturbances. She talked about demons and death. She was aggressive and verbally and physically violent, and her mother said that she was not herself. She was entrusted to the hospital. [ 6 ] On July 19, she saw a psychiatrist. She was admitted for psychiatric care but she refused to go. The psychiatrist supposed for the moment that she had a toxic psychosis.

The teenager was entrusted to the hospital by the application of an immediate protective measure. [ 7 ] Another intervener had to be assigned to the teenager’s situation because the girl assaulted the first one. The teenager's mother wants her to enter therapy. The teenager does not acknowledge her actions and cannot identify the disorganization that led to the current placement. She blames others and takes no responsibility. However, she verbalizes wanting to work on herself by beginning therapy.

Since the young person’s admission to a rehabilitation center in Town A, she has invested very little of herself in this establishment. However, she maintains regular telephone contact with her parents. [ 8 ] The Court concludes that the adolescent’s security and development remain in danger because she has behavioral disturbances

including addiction problems and physical and verbal violence, and she refuses medical health services. [ 9 ] The application, to which the parties consent, is in the best interests of the adolescent, and therefore should be granted.

FOR THESE REASONS, THE COURT: GRANTS the present application; REVIEWS and EXTENDS the last order; DECLARES that the security and the development of the adolescent remain in danger; ORDERS that the teenager be entrusted to a rehabilitation centre for a period of six months; ALLOWS that the teenager be entrusted to a therapy centre for the appropriate period; ALLOWS the teenager to be entrusted to her family after successful therapy; ORDERS that a person working for an institution or body provide aid, counselling and assistance to the teenager and the teenager’s family for the same period; ORDERS that the teenager receive all care and health services that she needs, including psychiatric services; ALLOWS information to be exchanged between the different professionals working with the teenager; ENTRUSTS the situation of the adolescent to the Director of Youth Protection for the execution of the present order.
