[ 2 ] The youth is present and represented by a lawyer.

Both parents are absent. Both have been served with a copy of the application. Both signed a written statement in which they agree with the recommendations of the Director of Youth Protection. Both written statements are attached with this judgment. [ 3 ] The draft agreement is filed as an exhibit on D-3. [ 4 ] Exceptionally the Court will ratify this draft agreement even if the parents are absent. The Court is satisfied that they consent to the measures in a free manner.

They don't wish to attend Court and it is in the youth best interest to proceed without any further delay. [ 5 ] The Court is of the opinion that the measures mentioned in this draft agreement are likely to put an end to the situation and respect the rights and interest of the youth.

For these reasons the Court: [ 6 ] Declares that the security or development of X, born […], 1995 is still in danger; [ 7 ] Orders the implementation of the measures mentioned in the draft agreement signed on February 14, 2013 and filed as an exhibit on D-3; [ 8 ] Entrusts the situation of X to the Director of Youth Protection A who shall then see that the measures are carried out.
