[ 1 ] The Court has before it an application for review of an order rendered by the undersigned on July 15, 2016, and two custody applications filed by the parents. [ 2 ] The hearing was spread out over more than two years.

The undersigned heard nine witnesses and read voluminous documentary evidence. [ 3 ] The parties admit that the children are at the centre of a conflict of loyalties that has lasted for too long and has had an impact on their development. [ 4 ] The situation of endangerment is not contested.

The terms of custody remain to be settled. [ 5 ] At the initiative of the Court and with the support of counsel, the parties signed two consents to judgment that settle the aspects of the Director’s intervention as well as the terms of custody. [ 6 ] The Court is satisfied that the said consents respect the interest of the children. FOR ALL THESE REASONS, THE COURT: [ 7 ] CONFIRMS the consents; [ 8 ] ORDERS the parties to comply.
